Summary

Under general direction, leads the planning, policy development, and strategic initiatives of the Parking & Mobility Administration to support the Citys long-term transportation, safety, and access goals. The position is responsible for advancing citywide mobility, parking, capital, and safety planning efforts that improve access, manage congestion, and support sustainable growth. Through coordination with City departments, private partners, and community stakeholders, the Strategic Mobility Planning Manager develops and implements strategies that align parking operations, mobility services, and infrastructure investment with the Citys strategic priorities; and performs other related duties as assigned.

DUTIES AND RESPONSIBILITIES

1. Leads development and implementation of citywide parking and mobility planning initiatives; oversees preparation and implementation of the Citys Parking & Mobility Strategic Plan; develops policies and programs to improve system efficiency, reduce congestion, and enhance accessibility.

2. Coordinates planning efforts related to parking supply, pricing strategies, curb management, and mobility services; evaluates long-term parking and mobility infrastructure needs associated with redevelopment and growth.

3. Coordinates citywide mobility planning initiatives including multimodal transportation planning, micromobility integration, and access management strategies.

4. Supports development and implementation of mobility initiatives that complement transit, walking, biking, and microtransit services..

5. Evaluates opportunities to improve connectivity and reduce reliance on single-occupancy vehicles.

6. Conducts parking studies and system evaluations to assess demand, utilization, pricing strategies, and operational efficiency; develops parking management strategies including shared parking, demand-based pricing, and public-private parking integration.

7. Supports strategic planning for parking infrastructure, including evaluation of new parking facilities or redevelopment of existing assets.

8. Coordinates capital planning initiatives related to parking and mobility infrastructure; evaluates feasibility of parking facility redevelopment and new infrastructure projects; supports development review processes by evaluating parking and mobility impacts associated with major development projects.

9. Coordinates roadway safety planning initiatives and supports implementation of safety improvement strategies; works collaboratively with transportation engineering, public works, and planning departments to improve roadway safety outcomes; supports implementation of safety programs aligned with local, state, and federal safety initiatives.

10. Develops and implements TDM strategies designed to reduce congestion and improve system efficiency; coordinates programs that encourage alternative transportation options including transit, biking, walking, and shared mobility services; evaluates effectiveness of TDM initiatives and recommends program adjustments as needed.

11. Identifies and develops partnerships with private parking operators and property owners to improve utilization of existing parking resources; evaluates opportunities for shared parking agreements and coordinated parking management; coordinates with developers, business organizations, and institutional stakeholders to support parking and mobility objectives.

12. Administers the valet permitting program; reviews valet permit applications to ensure compliance with City regulations, safety requirements, and operational standards; coordinates with enforcement staff and applicants to address operational issues related to valet operations.

13. Manages planning studies and strategic initiatives related to parking and mobility; coordinates consultant services and oversees scope, schedule, and deliverables; prepares reports, presentations, and recommendations for City leadership and elected officials.

14. Serves as liaison between the Parking & Mobility Administration and other City departments; coordinates with regional transportation agencies, mobility providers, and community stakeholders; participates in public meetings and presentations related to mobility and parking initiatives.

15. Performs related work as required.

Salary

D epending on qualifications the starting salary for this position will be in the range of (Pay Grade GM03):

Qualifications

Bachelors degree from an accredited college or university in transportation planning, urban planning, civil engineering, public administration, or a closely related field (education will be verified using the Education Requirements listed below) and five (5) years of progressively responsible experience in transportation planning, mobility planning, parking management, or related field, or any equivalent combination of training and experience.

A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.

Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or

b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or

c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or

d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.

International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
