Full Job Description
The Strategic Communications SME serves as the bridge between PMOD's technical, acquisition, engineering, logistics, and financial organizations and executive leadership by transforming complex program information into clear, actionable, decision-quality communications that support PMOD portfolio management, acquisition execution, and mission success. This role directly supports PMOD's objective to provide executive decision-makers with timely, complete, and accurate information while ensuring transparent communications across all acquisition and engineering activities.

Responsibilities:
The Strategic Communications SME shall possess a minimum of eight (8) years of experience supporting technical communications, acquisition communications, systems engineering communications, program management communications, or executive decision-support activities for complex Federal Government technology, engineering, or acquisition programs.
The candidate shall demonstrate the following qualifications:
  • Experience translating complex technical, engineering, testing, logistics, financial, and acquisition information into concise executive-level communications and decision-support products.
  • Experience supporting Program Management Offices (PMOs), Integrated Product Teams (IPTs), systems engineering organizations, or acquisition organizations.
  • Experience developing executive briefings, technical presentations, white papers, acquisition summaries, decision memoranda, technical reports, and portfolio status updates.
  • Experience supporting communications associated with system acquisition lifecycle activities, including requirements development, market research, testing, deployment, sustainment, logistics, and budget execution.
  • Experience coordinating and documenting technical review boards, engineering reviews, acquisition reviews, governance boards, IPT meetings, and executive decision forums.
  • Experience collecting, analyzing, synthesizing, and communicating information from engineering, logistics, acquisition, testing, environmental, and financial teams into integrated portfolio-level reporting.
  • Experience supporting risk communication and technical issue management by documenting and communicating risks, impacts, mitigation strategies, and recommendations.
  • Strong technical writing and editing skills with experience producing high-quality government documentation.
Required Experience in years:
  • Minimum of eight (8) years of experience developing and communicating technical, engineering, acquisition, logistics, budget, and programmatic information to executive leadership and stakeholders.
Education Requirements:
  • Bachelor's degree in Communications, Technical Communications, Engineering Management, Systems Engineering, Business Administration, Public Administration, Information Technology, or a related field.
  • In lieu of a degree, an additional four (4) years of directly related management analysis, program support, or business operations experience may be substituted.
Security Requirements:
  • Must be able to obtain and maintain a DHS suitability determination and/or Public Trust investigation as required by the Government.
  • Active DHS or CBP suitability determination is highly desirable.
Preferred Skills:
  • Experience supporting U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS), U.S. Border Patrol (USBP), or other Federal law enforcement organizations.
  • Knowledge of DHS Acquisition Lifecycle Framework (ALF), DHS Acquisition Management Directive 102-01, Systems Engineering Life Cycle (SELC), and Federal acquisition processes.
  • Experience supporting border security technologies, surveillance systems, communications systems, sensor systems, command and control systems, or fielded operational technologies.
  • Experience supporting acquisition portfolios such as Integrated Fixed Towers (IFT), Remote Video Surveillance Systems (RVSS), Mobile and Agent-Centric Systems (MACS), Linear Ground Detection Systems (LGDS), or similar technology programs.
  • Familiarity with engineering documentation, test and evaluation processes, logistics planning, deployment planning, and lifecycle sustainment activities.
  • Project Management Professional (PMP), DAWIA/FAC certifications, INCOSE certifications, Certified Technical Professional, or similar credentials are desirable.
  • Experience supporting Senior Executive Service (SES) leadership and executive governance processes.
  • Experience supporting communications related to cost, schedule, performance, risk, and operational readiness of technology programs.
  • Experience developing communication products supporting SELC reviews, Acquisition Decision Events (ADEs), program reviews, milestone reviews, deployment reviews, and executive leadership engagements.
  • Experience supporting leadership with the preparation of responses to internal and external information requests, Congressional inquiries, DHS data calls, OMB requests, and executive reporting requirements.
