This position Directs and supervise staff and provides technical guidance for the Department's motor Carrier Size and Weight Office (MCSAW). Meets regularly with employees to ensure that rules, regulations, and policies are adhered to by field personnel and to ensure working objectives are met.

Your Specific Responsibilities:

Directs and supervise staff and provides technical guidance for the Department's motor Carrier Size and Weight Office (MCSAW). Meets regularly with employees to ensure that rules, regulations, and policies are adhered to by field personnel and to ensure working objectives are met. Evaluates employee's performance, during established timeframes, throughout the year and at formal review periods. Motivates and trains and/or ensures required training is available for staff. Communicates regularly with direct reports, both individually and in staff meetings. Ensures that all the paperwork required for processing pay documents and human resource matters, including performance appraisals, disciplinary actions, filing vacant positions and separations, are completed accurately, and processed in a timely manner.

Develop and implement short and long-term plans to give resource allocation to achieve unit performance targets for the MCSAW Program. This includes collaborating with others in plan development, reporting plan results, linking performance targets to Specific, Measurable, Achievable, Relevant, Time-bound (SMART) objectives, identifying and making resource recommendations. Ensure funding and resources are utilized in the most cost effective and beneficial manner. Ensure that most current program elements, performance measures and functions are being implemented. Develop and administer a quality control and quality assurance program for scale maintenance activities. Develop and/or assist in the development of MCSAW capital improvement projects (including, but not limited to: pavement rehabilitation; lighting, signing, and pavement markings upgrades; building upgrades, both new construction and rehabilitation; scale infrastructure and technology deployments and upgrades; and communication network deployments), including technical scope of services and specifications; take the lead or participate in evaluation of proposals; manage, administer and oversee contractor operations through final acceptance, including the resolution of technical and contractual issues. Incumbent has a Purchasing Card which allows a single purchase exceeding the threshold amount of $35,000. This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, Florida Statutes.

Provide review comments on plan submittals generated by the Department and other entities for MCSAW. This includes developing technical comments directed to the design project manager or design engineer of record based on fixed and weigh-in-motion scale operations, traffic engineering fundamentals, Department design standards, and engineering judgement. This includes accepting or rejecting the responses to those comments, with technical justification in accordance with appropriate code requirements and contract stipulations.

Develop and manage consultant contracts and other types of agreements that support the MCSAW Program. This includes developing documentation such as contract scopes of work, task work orders, and related documents; participation on technical review committees (TRC); evaluation of contract work products; consultant evaluation; and invoice processing approval.

Participate in meetings with internal and external customers to represent the MCSAW's Program interests. Coordinate with Department Staff affected external agencies and customers. Identify and coordinate resources necessary to implement corrective or remedial action. Provide useful commentary, review of work products, required correspondence and follow-up contact as needed. Provide timely coordination with other stakeholders to resolve issues necessary to keep projects on schedule.

Incumbent must be Florida Crime Information Center (FCIC) / National Crime Information Center (NCIC) certified within six months and maintain certification. This position requires a Level II Background check in accordance with the Statewide Law Enforcement Radio System (SLERs) requirements and section 282.709, Florida Statutes.This position will be required to respond before, during and following emergency sistuaitons.
