Job Summary Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St. Paul.

This position provides statewide leadership for the technical standards, procedures, and tools that guide the Minnesota Weatherization Assistance Program (WAP). The position is responsible for interpreting complex federal and state requirements and transforming them into clear, consistent, and practical technical guidance for use across the state. The position leads the development, coordination, and maintenance of Minnesota's technical policy framework, including managing updates to the statewide WAP Field Guide and ensuring that both the guide and the state's energy modeling tools meet U.S. Department of Energy (DOE) expectations and obtain required federal approval.
The position works closely with the Technical Proficiency Unit Supervisor, the WAP Unit Supervisor, Program Coordinators, monitoring staff, training partners, and software developers to ensure technical requirements are accurately integrated into policy, training, and statewide systems. The position also collaborates extensively with a broad group of stakeholders, including U.S. DOE officials, Tribal Nations, local WAP Service Providers, technical contractors, and internal Commerce colleagues. Through this coordination and leadership, the position supports technical accuracy, statewide consistency, and successful implementation of Minnesota Weatherization Program objectives.
Qualifications Minimum Qualifications Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in residential energy conservation.
A Bachelor's degree in Building Science, Structural Engineering, Environmental Engineering, or related field is equivalent to one (1) year of experience.
An Advanced degree in Building Science, Structural Engineering, Environmental Engineering, or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
- Experience writing technical procedures, process documentation, reports, and user resources for both internal and external stakeholders.
- Experience communicating complex concepts and principles in oral and written formats with internal and external stakeholders.
- Ability to prioritize work responsibilities, manage a variety of tasks and deadlines, and work well independently.
- Ability to interpret and analyze federal and/or state laws as well as department and division policies.
- Proficiency with Microsoft Office, particularly PowerPoint, Word, and Excel.
Preferred Qualifications - Bachelor's or Advanced degree in Building Science, Structural Engineering, Environmental Engineering, or related field.
- Quality Control Inspector Certification.
- Experience in a Weatherization Assistance Program.
- Experience working in a lead worker capacity.
Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
