Northrop Grumman Space Systems—Missile Defense Integration offers an excellent opportunity for an Internal Only: Staff Systems Engineer – GAITS Engineering Mgr (26-346) to join our team of skilled and diverse professionals. Based in Colorado Springs, CO, this role is essential to supporting the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels.

NOTE: This position is only available to current and active C2BMC personnel

 

This position does not provide relocation assistance and requires on-site work with no remote options.

 

Position Overview:

 

The Command and Control, Battle Management, and Communications (C2BMC) program is a key component of the Missile Defense System. It is a vital operational system that enables the U.S. president, the Secretary of Defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations systematically, collectively monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations, both globally and regionally, to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.

 

The GAITS Engineering Manager will be accountable to the Global Engineering Project Manager (EPM) for technical, cost, and schedule performance within their Engineering Management Portfolio. They will be listed as the Control Account Owner for all Control Accounts within their portfolio.

 

Essential Functions:

 

  • Responsible for working with the EPM to ensure that efficient engineering processes are followed to deliver capability to the customer on schedule
  • Responsible for overseeing dependencies among teams within their Engineering Management Portfolio and assisting the EPM in managing external dependencies across the wider C2BMC enterprise
  • The Engineering Manager will adhere to Agile principles and ensure that teams follow the Agile cadence to deliver the best possible product to the C2BMC customer
  • Complying with the LM PMM accounting and reporting standards
  • Identifying and monitoring all Risks and Opportunities
  • Identifying and monitoring GFx
  • Responsible for guiding the respective product teams to achieve the following: ensure each team operates strictly within the scope outlined in the IMS; confirm teams update Jira daily; verify teams break down stories and accurately record performance; ensure teams hold daily standups; and check that teams perform unit and regression testing
  • Responsible for verifying the accuracy of personnel charges and reviewing the weekly hours report to ensure correctness
  • Track and document team technical problems and their resolutions
  • Support EPM in proposal development, including authoring and reviewing BOEs and Engineering Estimates
  • Ensure the team's technical commitments are clearly understood and met or exceeded
  • Produce ETC/EVM and other engineering metrics to identify and address technical or staffing issues while managing cost and schedule
  • Work with EPM to provide timely, accurate projections of engineering resource requirements and to identify staffing needs
  • Maintain a backlog of assigned features to meet technical commitments
  • Make certain that teams adhere to organizational procedures.
  • Nominally attends all milestone events (in person when possible)
  • Supports the EPM in managing and forecasting technical maturity, including when milestone maturity can be claimed and what OE is required to support that claim

 

Basic Qualifications:

  • A Bachelor’s Degree in STEM Computer Science, Systems Engineering, Mathematics, Physics, or a related field from an accredited university, along with 12 years of experience; or a Master’s degree (preferred) in a STEM-related field with 10 years of relevant work experience; or a PhD in a related discipline with 8 years of relevant work experience
  • Applicants must have a current, active in-scope DoD-issued Top Secret security clearance at the time of application, which is required to start with the eligibility to be read on to SCI clearance
  • A strong Systems Engineering background is required
  • Background in Systems Engineering and Test/Integration
  • Experience with C2BMC and/or the Missile Defense System
  • Experience with executing Earned Value Management (EVM)
  • Experience in Project Management
  • Experience leading teams
  • Experience generating metrics/KPIs
  • Strong and effective communication skills
  • Proven experience in managing and delivering intricate DoD systems
  • Solid understanding of Earned Value (SPI, CPI, TCPI)
  • Cost and Schedule
  • Explanation of Variances
  • ETC and EAC
  • Creating Return to Green Plans
  • Experience using Agile Development processes and tools such as Jira, Agility, and Confluence
  • Experience with the DevSecOps process and integration into Software Development

 

Preferred Qualifications:

 

  • Applicants with a current, active in-scope DoD-issued Top Secret/SCI security clearance at the time of application are highly preferred
  • Master’s Degree in Systems Engineering is highly preferred
  • Graduate Certificate: Model-Based Systems Engineering (Ex: Stevens, Caltech, UCSD, USC, GWU, INCOSE cohort, etc)
  • Certification: INCOSE Certified Systems Engineering Professional (CSEP) Certification
  • Certification: Object Management Group Certified Systems Modeling Professional - Model Builder Intermediate (OCSMP - MBI)

Primary Level Salary Range: $161,000.00 - $241,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
