The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Staff Analyst, Health Services vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to the Staff Analyst, Health Services vacancies.

Essential Job Functions

  • Analyzes department services and make recommendations on contracting-out for such services, develops Requests for Proposals as appropriate, receives and evaluates bids, selects vendors, and coordinates transition of County programs to private vendors.
  • Researches and develops contracts with the private sector for the performance of major department-wide functions and services.
  • Negotiates with state or federal agencies to obtain grant funds and to justify and persuade grantor officials to permit the expenditure of funds for purposes contrary to an original grant.
  • Represents the department in negotiations with the state covering various provisions of health service contracts.
  • Ensures that recommended changes in department programs and resolutions to operational problems increase the efficiency and effectiveness of deliverable services.
  • Acts as a team leader of other analysts, as required.
  • Performs special assignments and projects, as directed.

Requirements to Qualify

Option I: Four (4) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel in the area of homeless and housing service delivery.
Option II: One (1) year of administrative or staff experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services** or higher in the area of homeless and housing service delivery.

*Staff Capacity means having done work in an organization, the primary purpose is to assist and support administration in the efficient operation of its function by doing research into matters such as: utilization of personnel; allocation of funds/budgeting; workloads and workload fluctuations; legislative analysis; programs or procedures for accomplishing work objectives; and developing recommendations as a result of the above research.

**Experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services is defined as assisting in research and analysis and making recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs.

Physical Class

II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications
  • Experience working for a public homelessness services agency providing direct field-based services, such as LAHSA, within the last 6 months.
  • Two (2) years of contract management experience in Intensive Case Management Services (ICMS) or related programs.
  • One (1) year of experience or more within the last three (3) years working with the Coordinated Entry System (CES).
  • Lived experience with homelessness or housing instability (e.g., shelters, transitional housing) or system involvement (e.g., child welfare or justice system).
  • Two (2) years of experience within the last five (5) years analyzing and interpreting data to make recommendations on matters related to program operations and/or funding.
