Job Summary

The Loudoun County Department of Housing and Community Development is seeking a Program Specialist to administer its State Rental Assistance Program (SRAP). The SRAP Program is designed to serve individuals with developmental disabilities who want to live in their own rental housing, providing rental assistance to single person families that meet the program eligibility criteria, so they have the means to lease private market rental housing that meets their needs. The successful candidate will be proficient in performing SRAP administrative functions including case management; calculating household income, rent and utility allowances for annual and interim recertifications; coordinating with tenants on moves; maintaining complete case records; and coordinating between landlords and tenants on tenancy requests and housing assistance payment contracts. The position requires accuracy, the ability to adapt in a fast-paced environment and management of a caseload.

Additional job activities include, but are not limited to, conducting family meetings, preparing letters and reports, data collection, and attending in-person, telephone, and virtual meetings. The successful candidate must be able to work effectively with diverse populations; effectively use housing program software; interpret and apply state and local regulations; maintain confidentiality; and use excellent written and oral communication skills.

Hiring salary is commensurate with experience.
Minimum Qualifications

Bachelor's degree in Housing, Public Administration, Social Work, Psychology, or related field; two (2) years of related work experience in a housing or public assistance area, including clients with mental health and/or substance abuse issues; or equivalent combination of education and experience.

Experience in the implementation of Federal or State Housing programs is a plus.
