JOB DESCRIPTION:

Position Overview

The Senior Technical Business Analyst supporting Enterprise Data Enablement is a high-agency individual contributor who operates across all data domains and partner organizations. The role is assigned to ambiguous, stalled, orphaned, or cross-cutting efforts that do not fit cleanly within a single domain or function and is accountable for moving them to a defined outcome. Assignments are set by the Manager, Technical Product Management with a sponsor, objective, endpoint, decision boundaries, escalation path, and receiving owner, and rotate based on enterprise priority. Work may span technical delivery, process design, vendor and partner coordination, data analysis, tooling, implementation support, documentation, and organizational change. The role identifies ownership and dependencies, drives decisions and follow-through, removes or escalates blockers, and remains engaged through sustainable handoff. It achieves results through persistence, judgment, relationships, and clarity rather than formal authority and is measured on outcomes delivered rather than artifacts produced.

This role is based in Madison, WI.

Essential Duties

Include, but are not limited to, the following:
  • Take ownership of assigned enterprise and cross-domain efforts that are ambiguous, stalled, orphaned, or lack a clear path to completion, and drive them to a defined outcome.
  • Confirm the assignment sponsor, objective, success criteria, scope, decision boundaries, escalation path, and receiving owner; surface gaps before delivery begins.
  • Rapidly develop sufficient understanding of the relevant data, systems, processes, controls, stakeholders, and history to identify the actual problem and required actions.
  • Break complex work into an executable plan with clear owners, milestones, decisions, dependencies, and follow-through.
  • Identify the root cause of stalled progress and secure the decisions, information, participation, and commitments needed to restore momentum.
  • Coordinate across data domains, IT functions, business stakeholders, control functions, and external partners without formal authority, constructively challenging unclear ownership and missed commitments.
  • Exercise judgment on when to solve directly, facilitate, coordinate, or escalate, and elevate material ownership, priority, capacity, or decision conflicts through the Manager, Technical Product Management.
  • Use analysis, data investigation, process mapping, requirements definition, tooling, documentation, testing, training, or implementation support as needed to deliver the outcome; treat artifacts as enablers rather than the end product.
  • Participate in design reviews, implementation, rollout, and stabilization when necessary, working with accountable technical leaders and not assuming architecture authority outside the assignment.
  • Work with vendors and external partners to deliver assigned outcomes, identify performance or dependency issues, and escalate commercial or relationship concerns to accountable leaders.
  • Maintain concise, transparent status for each assignment, including progress, decisions, dependencies, risks, asks, and expected outcomes, for the sponsor and Manager, Technical Product Management.
  • Remain attached through completion and sustainable handoff, ensuring the receiving owner has the context, documentation, readiness, and follow-up actions needed to maintain the result.
  • Maintain clear assignment boundaries, using the role to accelerate and unblock work without displacing the enduring accountability of Domain Leaders, Product Managers, technical leaders, or operational owners.
  • Identify recurring process, intake, ownership, tooling, or coordination failures and recommend or drive improvements that prevent recurrence.
  • Manage multiple assignments and adapt quickly as enterprise priorities shift.
  • Apply strong analytical judgment, business intuition, persistence, prioritization, and organizational discipline.
  • Build trust and consensus across cross-cultural and complex matrixed environments, and communicate clearly with technical, business, vendor, and leadership audiences.
  • Hold self and others accountable to agreed decisions and commitments while maintaining constructive working relationships.
  • Uphold company mission and values through accountability, innovation, integrity, quality, and teamwork.
  • Support and comply with the company's Quality Management System policies and procedures.
  • Maintain regular and reliable attendance.

Minimum Qualifications
  • Bachelor's Degree in field as outlined in the essential duties; or High School Diploma or General Education Degree (GED) and 4 years of relevant experience as outlined in the essential duties in lieu of Bachelor's Degree.
  • 5+ years of relevant professional experience as outlined in the essential duties.
  • Demonstrated experience driving cross-functional efforts to completion without formal authority over the contributing teams.
  • Proficient in Microsoft Office programs.
  • Demonstrated ability to perform the essential duties of the position with or without accommodation.
  • Authorization to work in the United States without sponsorship.


Preferred Qualifications
  • 5+ years of experience operating under an SDLC, technical program, or software-specific delivery process.
  • Experience working in technical business analysis, product operations, technical program management, business operations, or special projects supporting technology initiatives.
  • Experience driving ambiguous, stalled, or cross-functional efforts through to measurable outcomes.
  • Experience in a data, analytics, or platform engineering organization.
  • Experience with JIRA, Confluence, and agile delivery tooling.
  • Experience coordinating vendors, contingent workforce resources, implementation activities, or cross-functional handoffs.


The base pay for this position is
$78,000.00 - $156,000.00
In specific locations, the pay range may vary from the range posted.
