Description
Cary is seeking an experienced and collaborative professional to serve as the Sr. Right of Way Technician. This position is a key resource in supporting the safe, efficient, and well-coordinated use of the community's public infrastructure. This position offers an opportunity to apply sound judgment, technical expertise, and relationship-building skills in a role that directly supports the Town's growth, development, and delivery of quality public services. The successful candidate will be a trusted partner to internal and external stakeholders and will bring a proactive, solutions-oriented approach to a diverse and evolving workload.
The Sr. Right of Way Technician performs advanced administrative, technical, and professional work involving the management and coordination of public right-of-way (ROW) matters. Responsibilities include managing permitting processes, conducting inspections, administering bonding requirements, and ensuring compliance with safety standards and Town regulations during construction, maintenance, and utility operations within the public ROW. The ideal candidate will bring strong analytical and strategic problem-solving skills and the ability to conduct research, review construction drawings, and manage special assignments. Additionally, this position requires a thorough understanding of Town policies, procedures, and regulatory requirements, along with the ability to build and maintain effective working relationships with contractors, utility companies, developers, residents, businesses, and Town staff.
Work is performed under the general supervision of the Business Service Manager in the Facilities, Construction and Field Service Department.

Anticipated Hiring Range: $69,139.20 - $84,905.60
Typical Tasks
  • Performs field inspections related to ROW encroachment matters;
  • Responsible for the Right-of-way (ROW) permitting approval process;
  • Responds to complaints and issues related to work in the right-of-way;
  • Responsible for tracking and managing bonds related to Major Right-of-Way Encroachment applications for existing master bonds.
  • Responsible for creating and managing new bonds for work within the Town public right-of-way for Minor Right-of-Way Encroachment applications that warrants bonding.
  • Manage web pages and processes via IDT to automate the bond submittal and approval process.
  • Responsible for street light applications, requests, and reimbursement program.
  • Reads and interprets construction plans, specifications, and blueprints of difficult complexity and accurately compares them with construction in process.
  • Conduct field visits as needed to ensure quality control and compliance with contracts performed in the ROW by contractors (e.g., in a clean, safe manner and in conformance with the permit);
  • Collaborate with consultants and Town stakeholders to process encroachment permits and agreements efficiently and in a timely manner. Coordinates with admin staff as needed to process permits.
  • Coordinates with the NC Department of Transportation (NCDOT) for work within the NC DOT ROW within Town limits.
  • Collaborates with internal experts as needed to address review comments and finalize permits;
  • Perform inspections within Town of Cary right-of-way as needed to ensure work is completed per each encroachment agreement;
  • Assists with traffic control compliance by contractors working in the ROW;
  • Assist with Driveway reviews and permits;
  • Responds to calls and resolves complaints in a timely manner from citizens that are submitted through the Town's 311 group, or social media, related to issues within the ROW;
  • Collaborates with the Town's 311 group to develop processes that help improve customer service and effectively address and resolve issues in a timely manner;
  • Works with all Town stakeholders to help improve coordination between ROW permits and Town Capital Projects and private development projects.
  • Utilizes Salesforce, Box, GIS applications, and other tools as applicable to track and store applications;
  • Assist other groups within the Planning, Inspections, and Development Services groups with administrative tasks as needed.
  • Performs other duties as assigned.


Knowledge, Skills and Abilities
  • Comprehensive knowledge of equipment relating to public works, utilities, and ROW matters;
  • Ability to read and interpret ROW and engineering/construction plans, specifications, and blueprints of varying complexity;
  • Comprehensive knowledge of the ROW encroachment permit process.
  • Ability to establish effective working relationships with utility company representatives, engineers, surveyors, geologists, construction contractors, real estate brokers, real property appraisers, government entities, other property management professionals and citizens;
  • Ability to proficiently use computer equipment and software such as MS Word, Excel, Salesforce, and GIS applications;
  • Ability to communicate effectively, both verbally and in writing;
  • Excellent customer service, problem-solving and troubleshooting skills for interacting with the general public on challenging and complicated ROW matters;
  • Ability to handle multiple and often conflicting priorities;
  • Good organizational skills, including the ability to keep detailed business records.


Minimum and Preferred Qualifications
Requires a combination of education and experience equivalent to an associates degree in engineering, construction, real estate, or a related field, along with at least three (3) years of experience in engineering, construction and/or maintenance of roads, storm drainage systems, water and sewer infrastructure, and other public and/or private utility systems.
Preference will be given to candidates with the following:
  • 3+ years working with utility companies and right-of-way matters.
  • 2+ years working with the right-of-way encroachment and bond process.
  • 3+ years of experience working with Salesforce and 311 system.

Physical Requirements

Work in this class is generally light but may require exposure to various environmental conditions, such as heat, cold and rain, while performing outside inspections related to ROW encroachment matters and infrastructure projects. An employee in this class must have the physical ability to move about freely including the ability to walk over unimproved terrain, climb ladders, stoop, kneel, etc. An employee must have the visual acuity necessary to read construction plans, read typewritten and handwritten materials, and visually inspect ROW sites. An employee must be able to talk and hear in order to communicate with contractors, the general public, and others.
