Position Overview

Kiewit's Energy proposal team is seeking a Sr. Proposal Specialist to lead the development of client-focused proposals, qualifications packages and other pursuit-related deliverables that support the successful acquisition of new work.
In Kiewit's Energy Group, the Sr. Proposal Specialist serves as a proposal lead for a variety of pursuits, partnering with business development, operations, engineering, estimating and subject matter experts to develop compliant, compelling and strategically aligned submittals. This role requires an individual who can independently manage proposal development efforts from solicitation release through final submission while balancing multiple priorities in a fast-paced, deadline-driven environment.

Successful candidates possess a strong foundation in proposal management and require minimal day-to-day oversight to execute the core responsibilities of the role as described under Key Responsibilities. They understand how to interpret client-provided RFx and procurement documents to drive the development of project-specific compliance matrices and a proposal management plan that will guide the pursuit team's proposal development efforts. This individual is also responsible for drafting and refining content into clear, evaluator-focused responses that are driven by compliance, and where appropriate, strategic messages. While strategy development is a collaborative effort led by pursuit leadership, the Sr. Proposal Specialist is expected to contribute to strategic discussions by identifying differentiators, incorporating client-focused messaging and helping translate technical and operational concepts into compelling proposal content.

Location

We're open to this role being based in Houston TX, Lenexa KS, or Lone Tree, CO. Opportunities for flexible work are available.

Responsibilities
• Analyzing EOIs, RFQs, RFPs, SOQs and other procurement documents to identify and accurately communicate and write to compliance requirements, proposal deliverable requirements and evaluation criteria.
• Developing and maintaining proposal planning tools, schedules and compliance documentation to guide proposal development activities.
• Facilitating proposal kickoffs, working sessions, content discussions and review meetings to align teams around requirements, expectations and deadlines.
• Interviewing technical and operational subject matter experts to gather information and develop project-specific content.
• Drafting, refining and editing proposal content to improve clarity, responsiveness and overall effectiveness.
• Collaborating with pursuit leadership to incorporate key messages, differentiators and client-focused themes throughout proposal deliverables.
• Partnering with graphic designers to develop visuals that support technical concepts and strengthen evaluator understanding.
• Managing proposal review cycles, incorporating feedback and coordinating recovery efforts between milestones.
• Supporting final production, quality control and submission activities to deliver complete and compliant proposal packages.
• Maintaining and improving proposal resources, boilerplate content and knowledge assets that support future pursuits.
• Perform other departmental duties as needed, including marketing support, internal communication, meeting support, document formatting, copy editing and production.

This role offers the opportunity to work on increasingly complex pursuits while expanding technical knowledge, proposal leadership capabilities and strategic thinking skills. Typical opportunities range from qualifications-based selections and negotiated procurements to large, technically complex projects across a variety of markets and delivery methods.

Qualifications
• At least 5 years of proposal management experience in A/E/C (or related) OR EPC industry.
• Bachelor's degree in Marketing/Communications, Journalism, or English, although any related field to the A/E/C industry will be considered (i.e., construction management).
• Advanced knowledge and skills in Microsoft Office Suite and Adobe Acrobat.
• Experience with Adobe Creative Suite including InDesign, Illustrator, and Photoshop.
• Excellent understanding of construction and engineering-focused/technical writing skills.
• Skilled at collaborating with and interviewing executives, engineers, construction managers, legal, designers, and others to secure information for various writing assignments.
• Exceptional attention to detail, organization and active listening skills.
