Position Overview

The Senior Project Engineer leads the technical and commercial development of building scopes during project pursuits and preconstruction activities. Working across design, estimating, procurement, and construction operations, this role develops competitive, constructible, and cost-effective solutions while driving schedule adherence, risk management, value engineering, subcontractor engagement, and bid evaluations.

This position provides immediate involvement on major JV projects and ongoing support for a portfolio of projects across the United States. The Senior Project Engineer serves as a trusted technical resource, helping project teams develop executable strategies, mitigate risks, and deliver successful project pursuits and execution plans.

This position is located out of our Kiewit headquarters in Omaha, NE.

Responsibilities

Pre-RFP Planning & Strategy
• Participate in early opportunity identification and pursuit planning.
• Support bid strategy development and execution planning.
• Coordinate resource planning for estimating, design, procurement, and operations.
• Assist with feasibility reviews and indicative design evaluations.
• Develop preliminary execution concepts and identify major project risks.
RFP Review & Pursuit Initiation
• Attend pursuit kickoff meetings.
• Review owner RFP documents.
• Attend brainstorming sessions to evaluate technical solutions, execution approaches, and cost-saving opportunities.
• Ensure alignment between client requirements, design assumptions, and estimating strategy.
Design Development
• Attend building design reviews with internal and external stakeholders.
• Review architectural, structural, mechanical, electrical, and civil layouts.
• Evaluate project specifications and ensure compliance with owner requirements.
• Participate in value engineering and constructability reviews.
• Ensure operations, maintenance, safety, and execution considerations into designs.
• Support development of approved vendor strategies and material selection recommendations.
Procurement & Bidder Coordination
• Support procurement planning and bidder engagement.
• Participate in procurement kickoffs and bidding strategy sessions.
• Support generation and issuance of bid packages.
• Provide technical support to bidders during bidding.
• Support responses to bidder RFIs and facilitate internal resolution.
Indirect Costs and Subcontractor Support Coordination
• Assist with development of staffing plans for building the work.
• Ensure development of subcontractor support plans including material handling, site services, temporary facilities, survey and testing.
Bid Evaluation & Closeout
• Support technical bid analyses and proposal evaluations.
• Maintain commercial awareness of scope inclusions, exclusions, and risk allocation.
• Review Quote Comparison Summary (QCS) and provided input.
• Participate in contractor interviews and qualification assessments.
• Develop bid recommendations supported by technical and commercial analysis.
• Present findings to project leadership and management review teams.
• Support final proposal development and executive review processes.
Leadership & Collaboration
• Coordinate cross-functional teams including design, estimating, procurement, and construction operations.
• Facilitate meetings and drive accountability for action items.
• Mentor and knowledge share.
• Build relationships with clients, designers, suppliers, and subcontractors.
• Promote continuous improvement and lessons learned integration.

Qualifications
• Bachelor's degree in Construction Management, Civil Engineering, Mechanical Engineering, Architectural Engineering, or related field.
• 10+ years of engineering, construction, design management, or preconstruction experience.
• Experience with industrial, power generation, energy, or large infrastructure projects.
• Knowledge of design-build, EPC, CM/GC, and self-perform construction delivery methods.
• Strong understanding of estimating, procurement, scheduling, and constructability principles.
• Proficiency with Microsoft Office and project management software.
