Full Job Description
We are seeking a highly experienced Senior Program Manager to support a large-scale enterprise electronic personnel access control system (ePACS) program for the U.S. Army and other Services. This mission-critical effort delivers secure perimeter access control capabilities across Army Installations worldwide, including CONUS, Alaska, Hawaii, Kwajalein, Puerto Rico, and future OCONUS expansions into PACOM, USAEUR, and EMEA.

The successful candidate will lead enterprise-level operations, cybersecurity compliance, logistics support, cloud-enabled sustainment, and installation modernization initiatives supporting Army and Joint force protection missions worldwide.

This role requires deep expertise in enterprise security systems, Army stakeholder engagement, cybersecurity compliance, cloud-based sustainment operations, and large-scale program execution.

Primary Responsibilities

  • Lead execution and sustainment of enterprise perimeter-based electronic personnel access control systems (ePACS) across Army and other Services worldwide
  • Manage procurement, integration, testing, shipment, training, and on-site implementation activities
  • Oversee 24x7 Help Desk operations and Contractor Logistics Support (CLS)
  • Direct transition planning from contractor sustainment to organic government support
  • Ensure continuous cybersecurity compliance and successful CCRI readiness
  • Coordinate with Army stakeholders including:
    • Office of the Provost Marshal General (OPMG)
    • Directorate of Emergency Services (DES)
    • Network Enterprise Centers (NEC)
    • Regional Cyber Centers (RCC)
    • NETCOM
  • Drive innovative force protection capabilities
  • Develop and implement strategies to reduce:
    • Site preparation and readiness costs
    • CLS operational costs through cloud-based sustainment
  • Lead enterprise cloud modernization initiatives supporting scalability and operational efficiency
  • Conduct and oversee virtual Product Verification Testing (PVT) and remote training operations
  • Manage enterprise deployment schedules, risk mitigation, staffing, and customer communications
  • Provide executive-level reporting to government program leadership


Basic Qualifications
  • Bachelor's degree in Engineering, Information Technology, Cybersecurity, Business, or related field
  • 10+ years of experience managing large-scale DoW or federal programs
  • Demonstrated experience supporting Army enterprise security or force protection systems
  • Strong knowledge of:
    • Electronic Personnel Access Control Systems (ePACS)
    • Physical security systems
    • Enterprise cloud operations
    • Cybersecurity compliance frameworks
    • Contractor Logistics Support (CLS)
  • Proven experience successfully passing and maintaining CCRI compliance
  • Experience coordinating with Army enterprise organizations including DES, NEC, RCC, and NETCOM
  • Ability to manage geographically dispersed deployments and sustainment operations
  • Strong leadership, communication, and customer engagement skills
  • Active Secret clearance required; Top Secret preferred


Preferred Qualifications
  • PMP certification
  • Experience with Army Force Protection modernization initiatives
  • Experience supporting OCONUS deployments
  • Knowledge of biometric systems and facial recognition technologies
  • Experience with enterprise-scale cloud sustainment models

Pay Range $154,050.00 - $278,475.00
