Senior Program ManagerThis is a remote position.
The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities
The Senior Program Manager serves as the senior delivery leader for the program, holding overall accountability for contract performance, team coordination, stakeholder relationships, and quality outcomes. The core objective is to have a program leader who combines business ownership with delivery leadership. The Senior Program Manager will own the program's P&L, staffing, and Statement of Work (SOW) execution, while guiding and leading product and customer strategy, delivery methods, and use of emerging technology. With minimal oversight from leadership, you will serve as the primary decision maker for the program and the direct point of contact for federal agency stakeholders. Primary expectations include:
- Hold overall accountability for contract delivery, quality, and stakeholder communication across all program workstreams.
- Own product vision and strategy for the program -- the "what are we delivering"?
- Ensure integration between technical and user research, customer needs, and contract scope; definition of clear outcomes; and alignment with customer mission and constraints.
- Work closely with and across UX, research, accessibility, engineering, security.
- Lead key delivery decisions, balancing impact, budget, staffing, and risk.
- Champion new delivery approaches and emerging technologies, and guide internal prototypes into being repeatable, viable delivery methods.
- Meet or exceed financial targets (margin, utilization, burn).
- Keep staffing and team composition aligned with current and future needs.
- Mentor and develop team members; model the technical program manager role for others.
- Translate client needs, customer pain points, and user research into identified opportunities to grow our team and impact.
- Manage contractual obligations and ensure all program activities are compliant, on time, and within budget.
Basic Qualifications
- 9+ years of relevant program management experience and a Bachelor's degree, or equivalent additional experience in lieu of a degree.
- Demonstrated experience leading successful delivery across product, design, and technical domains.
- Demonstrated comfort with ambiguity and invention including new models, clients, domains, and technologies.
- 4+ years of experience managing technology service delivery projects in a public sector or commercial contracting environment.
- Must meet federal suitability requirements and pass a background investigation as a condition of employment.
- Demonstrated ability to manage all aspects of program performance including technical, contractual, and financial responsibilities across multiple concurrent workstreams.
- Strong written and verbal communication skills with the ability to lead through conflict and resolve issues while maintaining delivery momentum.
Preferred Qualifications
- Prior experience managing federal digital services programs or government IT modernization contracts.
- Prior experience owning and managing P&L.
- Experience managing subcontractor relationships within a prime/sub teaming structure.
- Able to understand and critique UX, architecture, and implementation trade-offs.
- Able to prototype, sketch flows, and make, not just manage.

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $145,000-$200,000, depending on candidate experience and qualifications.
