The good-faith pay range for this role is $101,400 - $147,600 per year. Actual compensation may vary and may be above the posted range based on factors such as a candidate's skills, experience, education, certifications, and work location.What your job will be like:Deliver cradle to grave procurement services for SuraTech by leading the full lifecycle acquisition of services, supplies, and equipment essential to the laboratory's mission. Ensure all procurements are strategic, timely, cost effective, and fully compliant with institutional, federal, and DOE requirements. Build strong vendor partnerships, drive continuous process improvements, and provide expert guidance to stakeholders to support high value, mission critical outcomes.
In this job you will:- Analyze, negotiate, and document federal contract terms and conditions-including specialized provisions-based on the appropriate contract type. Apply strong analytical techniques to perform cost/price analysis and fully document file.
- Review scopes, specifications, and deliverables for clarity and completeness, providing informed feedback to support accurate and effective procurements.
- Perform all aspects of acquisition planning and work flow activities independently and without oversight.
- Procure supplies, services, construction, hardware, software, total solutions, contract labor, maintenance, and other mission critical acquisitions.
- Lead, mentor, and cross train junior procurement officers to strengthen team capability and support professional growth
- Provide strategic procurement guidance to internal staff, recommend appropriate solicitation approaches, and manually develop solicitation packages as needed.
- Lead and administer a portfolio of procurements supporting various projects
- Lead and conduct pre-proposal conferences, source selection/technical evaluation boards and site visits.
- Conducts research, evaluates findings and makes independent decisions on procurement matters.
- Understand CPSR audits and independently create/submit approval ready documentation.
Lead - Supervisory - Management- Mentor lower levels on various procurement methods.
Experience- Required: 10 or more years Deep knowledge of the full procurement lifecycle and all contract types, with the ability to apply sound judgment to complex acquisition scenarios independently
- Required: 6 or more years Experience with FAR Clauses, solicitation, evaluation, cost/price analysis, negotiation, source selection and award of contracts.
- Required: 3 or more years Give presentations and justify decisions to leadship
- Preferred: 3 or more years Knowledge and experience with government property administration
- Preferred: 3 or more years Hardware, Software, Maintenance and license terms
Education- Required: Bachelor's Degree

Knowledge, Skills, and Abilities- Proficiency in market research and analysis, ICE, CAS and QASP.
- Understand use of GWACs and schedules.
- Well-developed negotiation and persuasive skills and techniques.
- Understand, apply and maintain compliance with DEAR and FAR contracting regulations in agreements.
- Understand, create and provide federal reports and deliverables to Contracting Officer/Contract Manager.
- Ability to analytical problem solving and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources.
- Understand selection of appropriate NAICS code for procurements.
