This Sr Mgr. Supply Chain - Negotiation Integration role supports the Negotiation Integration organization in advancing critical supply chain initiatives focused on munitions acceleration, supply chain resiliency, and strategic material availability.
The primary responsibility of this position is to support the monthly Supply Chain Operations Review process and provide Supply Chain leaders within the organization with the data, analysis, coordination, and follow-through necessary to enable effective leadership decision-making. This includes gathering and analyzing supply chain data, developing and updating executive-level presentations, coordinating inputs across functional organizations, tracking leadership actions, and driving closure of key issues.
In addition, this position will serve as a key Supply Chain point of contact for Rare Earth Elements and critical materials, supporting procurement strategies, demand and appropriations requests, and coordination with internal stakeholders to ensure the organization is positioned to secure critical rare earth materials when they become available in the market.
The position will also contribute to the Munitions Acceleration initiative, supporting efforts to accelerate the procurement process and improve affordability for all Munitions Acceleration programs.
What You Will Do:
Supply Chain Operations & Leadership Reviews
Lead the coordination and preparation of monthly Supply Chain Operations Reviews.
Gather, validate, consolidate, and analyze supply chain data from multiple organizations and functional areas.
Develop and maintain executive-level PowerPoint presentations, dashboards, metrics, and briefing materials.
Identify supply chain risks, trends, constraints, and areas requiring leadership attention.
Coordinate inputs from Procurement, Program Management, Manufacturing, Engineering, Finance, and other functional organizations.
Track actions resulting from supply chain leadership reviews and drive timely closure.
Maintain action-item trackers, status reporting, and follow-up mechanisms to ensure accountability.
Support preparation of ad hoc briefings and executive-level communications on emerging supply chain issues.
Munitions Acceleration
Support Negotiation Integration initiatives focused on program kickoff and sub-tier negotiation support.
Rare Earth Elements & Strategic Materials
Serve as the primary Supply Chain point of contact for Rare Earth Elements procurement activities.
Coordinate internal requirements, demand forecasts, procurement strategies, and supply chain assessments related to rare earth materials.
Support development of funding and appropriations requests required to establish or expand rare earth material availability.
Develop data-driven business cases supporting appropriations and investment requests, including demand forecasts, projected spend, supply risk, and strategic requirements.
Coordinate with Procurement, Finance, Engineering, Program Management, and other stakeholders to develop and execute rare earth strategies.
Monitor market and supply chain conditions affecting rare earth availability and communicate emerging risks to leadership.
Support efforts to diversify and strengthen the rare earth supply base and improve long-term material resiliency.
Track key milestones, funding requirements, procurement activities, and leadership actions associated with rare earth initiatives.
Qualifications You Must Have:
A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience.
DoD procurement experience and knowledge of Federal Acquisition

Experience developing business cases, funding requests, or appropriations requests.
Procurement or supplier management experience.
Familiarity with defense acquisition, government contracting, or government-funded programs.
Experience working with supply chain performance metrics and dashboards.
Advanced Excel, Power BI, or other data visualization/analytics experience.
Ensure monthly Supply Chain Operations Reviews are well-prepared, data-driven, and focused on the issues requiring leadership attention.
Drive closure of actions and commitments coming out of leadership reviews.
Improve visibility to supply chain risks, constraints, and opportunities.
Support successful execution of munitions acceleration initiatives.
Establish and maintain an effective supply chain strategy for Rare Earth Elements.
Develop compelling, data-driven appropriations and funding requests that support critical material requirements.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
