Job Summary

The Sr Construction Safety Manager is responsible for implementing and managing safety programs for the Capital Delivery group. This role conducts inspections, develops safety requirements, enforces safety standards, and partners closely with project management teams to identify and control risks. They promote safe work practices, gather key performance metrics and trends, and help drive continuous improvement in project planning and field safety performance.

Essential Functions

  • Conduct regular job site inspections, audits, and hazard assessments.
  • Track results and activity for project safety and incidents across CAPD construction projects.
  • Identify unsafe conditions and ensure immediate corrective actions.
  • Review and enforce site-specific safety work plans.
  • Participate in and support the Capital Delivery Safety Working Group.
  • Communicate safety expectations to employees and contractors (or PMs and COTRs for communication to contractors)
  • Support projects with safety procedures and hazard recognition, and provide safety related coaching as needed
  • Monitor compliance with FRA, OSHA and other regulatory standards.
  • Provide expert guidance to projects related to high-risk operations, such as trenching/excavation, fall protection, cranes and rigging, overhead catenary, silica, confined space, etc.
  • Conduct or support incident investigations and documentation.
  • Work with and mentor project managers, construction managers, and project safety personnel to plan safe work methods. Depending on the capability of the project team, provide safety leadership as needed. This could include assisting with project safety staffing planning, onboarding, and safety program setup.
  • Participate in preconstruction and review safe work plan documents.
  • Provide subject-matter expertise on general occupational safety and regulatory compliance.
  • Provide input to safety and security related Division 01 Specifications.
  • Coordinate with Amtrak Corporate EHS. Collaborate on program writing.
  • Track Capital Delivery safety metrics and perform or assist with trend analysis.
  • Recommend improvements to reduce risks and prevent incidents.
  • Support corporate initiatives and roll out new safety tools, programs and procedures.
  • Use Amtrak tools and systems related to safety incident notification and reporting, and safety performance. Collaborate on system improvements and roll out.
  • Build and sustain a CAPD-wide Construction Safety strategy, integrating it into the capital project delivery framework and ensuring compliance with regulations.
  • Other safety and construction site security related tasks as assigned


Minimum Qualifications

  • Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
  • 11+ years of relevant experience preferred
  • 9 years of prior relevant experience required


Preferred Qualifications

  • Experience with active rail systems in safety and/or construction roles.
  • Safety performance tracking and reporting.
  • Project safety team and program setup.
  • Writing or contributing to safety policies and procedures.


Knowledge, Skills, and Abilities

  • Strong field presence, communication skills, and ability to work in a fast-paced environment.
  • Knowledge of hazard identification, risk controls, OSHA regulations, and construction.
  • Deep understanding of safety regulations, policies, and injury prevention programs.
  • Demonstrated safety leadership.
  • Safety certifications such as CSP, CHST, OSHA 30-Hour (minimum), or similar required.


Work Environment

  • Onsite and office building environments.
  • Travel to Amtrak projects throughout the US, especially along the NE Corridor (Washington DC to Boston). Mostly day trips, but some overnights (up to 25%)
  • Occasional night and weekend site visits as needed to support project teams and perform audits.
  • Site visits require the physical ability to lift, carry, climb, and walk on uneven surfaces.

The salary/hourly range is $135,800.00 - $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
