Job SummaryAmtrak's William H. Gray III 30th Street Station - Philadelphia (PHL) (WHG30SS) is Amtrak's 3rd busiest, serving over 8 million passengers per year. The station is over 90 years old, listed on the National Register of Historic Places, and an important gateway to the Philadelphia region for Amtrak, Septa and NJ Transit. Amtrak is currently executing a comprehensive station redevelopment project focusing on state of good repair, retail space enhancement, historic preservation, and station operation space improvements. This project is being delivered through a Public Private Partnership (P3) managed by Amtrak Capital Project Delivery staff.
Under the direction of the Director, Program - Philadelphia Station, the successful candidate will execute all aspects of construction project management for the Redevelopment Project and will work to align plans and strategy for other WHG30SS projects. The position requires coordination across a diverse array of internal and external stakeholders and contracted resources.
The Senior Manager Capital Construction provides senior leadership and guidance for achieving best practices in construction management and project delivery methods and coordinates the in-house construction efforts of the program within Amtrak-owned and/or maintained facilities and right-of-way.
Essential Functions- Coordinates Amtrak resources and has overall responsibility for the planning, coordination, integration, execution and tracking of Redevelopment Project construction, including schedule, technical, and / or engineering management requirements.
- Responsible for all construction management functions including resource planning, scheduling, resource integration, outage planning and protection implementation, continuous operations, cost control, reports and closeout with respect to the Redevelopment Project.
- Manages the development, review, approval, and implementation of all PHL SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain P3 construction contractor and project schedule
- Manages Amtrak internal and owner's representative contractor resources to ensure safe and efficient project delivery
- Develops and fosters interpersonal relationships and provides guidance, direction and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of assigned projects are properly managed and controlled
- Develops and implements technical standards, policies, and procedures relating to the P3 contractor-managed Redevelopment Project.
- Coordinates Amtrak capital construction logistics and impacts with facility operations and maintenance.
- Helps develop scope, schedules, estimates, and cost-control measures for both short- and long-term resource planning.
- Ensures efficient utilization of force account and railroad worker protection labor and procedures in keeping with Amtrak policies towards facilitating project work.
- Builds and maintains communication pathways with internal and external stakeholders to accomplish objectives

Minimum Qualifications- Bachelor's Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
- Plus 9 years of prior relevant experience required
Preferred Qualifications- 11+ years of relevant experience preferred
- Bachelor's degree in civil engineering or related field
- Extensive construction project management and supervisory experience
- Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance
- Experience with ARROW
- Knowledge of applicable labor agreements sufficient to ensure compliance
- Knowledge of Union Workforce and labor contracts
- Strong interdepartmental leadership with the ability to identify problems and develop solutions
- Extensive experience in railroad maintenance and construction
Knowledge, Skills, and Abilities- Prior satisfactory job performance required
- Must have extensive railroad industry experience or relevant facility construction experience sufficient to plan and direct activities (e.g./ construction and field production methods, operations and procedures for a project / building comparable to WHG30SS)
- Demonstrated project management and supervisory experience
- Demonstrated planning, scheduling, budget, and finance / cost control experience
- Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance, with a specific focus on safety rules and regulations
- Demonstrated skill using PC software including file sharing, database, word processing, and spreadsheet software (e.g., SharePoint, Word, Excel) sufficient to prepare correspondence and manage budgets
- Extensive experience in infrastructure improvement planning
- Demonstrated experience understanding, interpreting, and applying applicable laws, rules, regulations, policies, procedures, contract principles, and labor / management agreements.
- Demonstrated ability to coordinate and balance time constraints and competing priorities
- Demonstrated experience in managing complex programs in an operating environment
- Must have excellent oral and written communication skills
Work EnviromentThe salary/hourly range is $135,800.00 - $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
