About this position: Sr Hazardous Building Materials Specialist Location - Remote

Wage/Salary Range: $85k - $125k

Essential Duties & Responsibilities
• Conduct hazardous building materials surveys (HBMS) for asbestos, lead, polychlorinated biphenyls (PCBs), and other hazardous materials
• Perform industrial hygiene (IH) monitoring for airborne contaminants, occupational noise, and other workplace hazards; conduct mold assessments and develop remediation designs; and provide other related IH services
• Assist in preparing proposals, , creating work plans, conducting fieldwork as needed, documenting and reporting field activities, coordinating with regulatory agencies, communicating with clients, preparing technical reports, and offering technical support
• Demonstrate professional communication skills-oral, written, digital, and visual-to effectively collaborate with project teams, regulatory agencies, and clients
• Ensure the delivery of high-quality work products that meet or exceed industry standards
• Stay current on industry trends and best practices through ongoing training, professional publications, and workshops
• Perform other duties as assigned
• Serve as the primary point of contact for the Government Project Manager (PM), Contracting Officer (KO), Contracting Officer's Representative (COR), and other client stakeholders.
• Manage multiple concurrent projects, including planning, scheduling, staffing, resource allocation, and performance monitoring.
• Develop and maintain project schedules, budgets, and staffing plans to ensure successful contract execution.
• Coordinate technical staff, field personnel, and subcontractors to support efficient project execution and resource utilization.
• Manage subcontractor procurement, performance, schedule, budget, and compliance with subcontract requirements.
• Oversee daily contract operations to ensure work is performed safely, efficiently, within scope, and in accordance with contract requirements.
• Monitor project performance, identify risks, implement corrective actions, and resolve issues affecting cost, schedule, or technical performance.
• Prepare and deliver monthly progress reports summarizing project status, completed work, cumulative costs, and upcoming activities.
• Review and approve technical reports, work plans, cost estimates, proposals, invoices, and other project deliverables to ensure quality and contract compliance.
• Facilitate project meetings, maintain effective communication with clients and project teams, and mentor staff to promote technical excellence and professional development.

Required (Minimum Necessary) Qualifications

Education Requirements:High school diploma or General Education Diploma (GED)

Level of Experience Requirements:
• At least 10 years of experience in hazardous materials testing and consultation (asbestos, lead-based paint, mold, PCB, etc.)
• AHERA certification.
• Experience performing occupational exposure assessments including, but not limited to, asbestos air monitoring, hazardous atmosphere monitoring, and other hazard monitoring
• Experience developing reports and cost proposals
• Experience working on projects for federal agencies such as the U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), Air Force, Navy, Department of Energy (DOE), Environmental Protection Agency (EPA), or other federal clients.
• Demonstrated experience working with multidisciplinary technical teams and subcontractors.
• Experience preparing and managing cost proposals, project budgets, schedules, work plans, and technical deliverables.
• Knowledge of environmental investigation, remediation, compliance, and restoration projects.
• Ability to obtain and maintain access to federal facilities and project sites.
• Valid driver's license with an acceptable driving record.

Preferred
• Bachelor's degree in Geology, Environmental Science, Environmental Engineering, Civil Engineering, Biology, Chemistry or another closely related scientific or engineering discipline.
• Professional Geologist (PG), Professional Engineer (PE), Project Management Professional (PMP), or other relevant professional certification.
• OSHA 40-Hour HAZWOPER certification and current refresher training.
• Experience working on projects under CERCLA, RCRA, NEPA, TSCA, Clean Water Act, and other federal environmental programs.
• Experience supporting proposal development and capture activities.

Supervisory Responsibilities
• This position will have supervisory responsibilities.

DOT Covered/Safety-Sensitive Role Requirements
• This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

The employee must be able to perform typical office and project management duties, including sitting, standing, walking, using a computer, participating in meetings, and communicating by phone, email, and in person. The position may require occasional travel to project sites, where the employee may walk on uneven terrain, climb stairs, access active work areas, and wear required personal protective equipment. The employee may occasionally lift or carry lightweight project materials, files, or equipment, typically up to 50 pounds.

Work Environment

Work is performed in both office and field environments. The HBMS Specialist may be required to visit active project sites to observe field activities, attend client or subcontractor meetings, monitor project progress, and support coordination with project teams. Field visits may include exposure to outdoor weather conditions, construction equipment, uneven terrain, and active work areas. Personal protective equipment may be required when visiting project sites.

Physical Setting:
• Typically, office or home office environment with occasional field visits. This is a remote position depending on proximity to a BSNC office. Travel will be required to project locations for performance of inspections, site visits, etc.
• Fieldwork involves a variety of environments, including correctional facilities, military installations, abandoned buildings, and other industrial/commercial settings.

Schedule and Flexibility:

This is a salaried position based on a 40-hour workweek. The employee may receive additional compensation for extended field projects or assignments that involve long workdays, provided such work is approved in advance by a supervisor. Occasional travel will be required throughout the United States for fieldwork. Most assignments will last less than one week, though longer travel periods may occasionally be necessary.

Other Pertinent Work Details:
• This position supervises subcontractors and vendors working on projects being managed under the PM and may involve supervision of Paragon employees.
• job involves working directly with or around hazardous materials, including asbestos, heavy metals such as lead, PCBs, and other potentially hazardous substances.

Additional Qualifying Factors

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
