Job Description The
Senior Estimator prepares independent cost estimates for the
Penn Station Access Project, a major commuter rail infrastructure expansion initiative in the New York City metropolitan area. In this role, the Senior Estimator will provide the
Metropolitan Transportation Authority (MTA) Construction & Development project team with expert estimating services to support pending change orders on this $1.8 billion design-build project.
The Penn Station Access Project will deliver direct Metro-North service from the Bronx, Westchester County, and Connecticut to Penn Station and Manhattan's West Side, improving connectivity to communities with limited access to rail transportation. The project includes the construction of four new ADA-accessible passenger rail stations, more than 19 miles of new and rehabilitated track, four bridge rehabilitations, the reconfiguration of Metro-North's New Rochelle Yard, four new and one reconfigured interlockings, five new and two upgraded substations, and significant upgrades to signal, power, and communications infrastructure.
In this highly visible role, the Senior Estimator will contribute to the successful delivery of a transformative transportation project that will enhance regional mobility and support the communities served by the rail network.
Core Responsibilities - Prepare independent cost estimates for change orders, contract modifications, and additional work requests.
- Review drawings, specifications, contracts, and supporting documentation to determine scope, labor, material, equipment, and schedule impacts.
- Perform quantity takeoffs and detailed cost analyses for rail and heavy civil construction activities.
- Support change order reviews and negotiations by providing data-driven cost evaluations.
- Maintain organized, accurate, and defensible estimating documentation.
- Partner with project teams to deliver high-quality estimating support while meeting project schedules and client expectations.
You'll thrive here if you have- 15+ years of estimating experience supporting transit, railroad, rail systems, stations, track, signals, power, or other major infrastructure projects.
- Bachelor's degree in Civil Engineering, Construction Management, or a related technical field; equivalent relevant experience may be considered.
- Experience independently developing estimates from plans, specifications, and contract documents.
- Strong knowledge of construction means, methods, and cost estimating practices.
- Familiarity with labor agreements and construction practices in the New York metropolitan area.
- Proficiency with Microsoft Excel, HCSS, Bluebeam, and Rental Rate Blue Book or similar estimating tools.
- Experience with agencies such as MTA, Amtrak, or freight and commuter rail operators is preferred.
- Strong attention to detail, organization, and the ability to manage priorities with minimal supervision.

- Compensation: $135,200 - $166,400 annual salary
The expected salary range for the position is displayed in accordance with the state's law. Final agreed upon compensation is based upon individual qualifications and experience.
