Full Job Description
Sr Engineer II, Advanced Process Control (APC) at Phillips 66, you will serve as a recognized technical authority in advanced process control, automation, and process optimization across our manufacturing facilities. You will apply deep engineering judgment to design, implement, and sustain APC solutions that keep our operations safe, reliable, and competitive while shaping how we adopt new control technologies. This role offers the opportunity to lead high-impact technical work, partner closely with operations and engineering teams, and influence long-term control and automation strategies.

What You'll Do
  • Lead the design, development, implementation, tuning, and optimization of advanced process control (APC) and process control strategies to improve safety, stability, throughput, energy efficiency, and yields.
  • Build and apply complex assessment frameworks to understand current and future APC and process control needs, identifying opportunities and translating them into clear plans and priorities.
  • Leads complex site-level initiatives such as APC re-applications, standardization, modernization, and benefit tracking
  • Conduct feasibility studies and costbenefit analyses for new APC applications, control system upgrades, and process changes, recommending innovative technical solutions that advance business goals.
  • Manage a portfolio of APC and automation projects from concept through startup, including scope definition, scheduling, resource planning, risk management, and coordination with internal teams and external partners.
  • Develop, maintain, and refine engineering standards, specifications, and documentation for APC, instrumentation, and control systems to ensure compliance with safety, regulatory, and company requirements.
  • Analyze process, controls, and APC performance data to diagnose complex issues, quantify benefits, and drive continuous improvement across units and sites.
  • Define and execute product and process change strategies, including gap analyses between current and future states, transition plans, and release strategies for new or revised APC and control solutions.
  • Act as a subjectmatter authority in APC and process control, providing advanced technical guidance, mentoring lessexperienced engineers, and partnering with operations, maintenance, and process engineering to solve highimpact problems.
  • Owns site APC standards, methodologies, and best practices; approves high-impact APC designs and changes
  • Explore, evaluate, and apply emerging technologies, such as advanced analytics, realtime optimization, and new control platforms, to enhance the performance and reliability of APC and automation systems.
  • Accountable for site-wide APC performance, economic benefit realization, and contribution to operational excellence; Leads and influences cross-functional teams and coaches junior engineers.


What You'll Bring - Required
  • Legally authorized to work in the job posting country
  • Bachelor's degree in an Engineering discipline
  • 6 or more years of relative working experience in process engineering/design, process control, automation and/or advanced process control in oil and gas, petrochemical, manufacturing, or a related industry.
  • Intermediate proficiency with process control systems and advanced process control (APC) applications.
  • Must be willing and able, with or without reasonable accommodations, to comply with the following:
    • Travel up to 50% of the time
    • Work extended hours, which may include evenings, weekends, occasional on-call duties, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, highspeed machines, chemicals, including acids and bases, and around hydrocarbons under high pressure and heat
    • Climb ladders and stairs up to 200 feet in height
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steeltoe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)


What Makes You Stand Out - Preferred
  • 10 or more years of combined experience in process engineering/design, process control, and/or advanced process control in refining, petrochemical, manufacturing, or a related industry.
  • Experience leading complex APC and automation projects from concept through commissioning and startup.
  • Experience defining, implementing, and governing engineering standards, specifications, and compliance practices for APC and control systems.
  • Handson experience implementing and sustaining multivariable APC applications and working with distributed control systems (such as Honeywell Forge APC and Experion DCS or similar platforms).
  • Experience using advanced data analysis, modeling, and optimization techniques to quantify APC benefits and guide investment and improvement decisions.
  • Experience mentoring or providing technical guidance to less experienced engineers and partnering effectively with operations, maintenance, and process engineering teams.
  • Experience applying structured methods such as FMEA, root cause analysis, or similar tools to diagnose and resolve complex control and process issues.


Compensation Range

This position has a base salary range of $160,200 - $195,800.
