Job Summary

The Sr. Electrical Engineer serves as a key contributor in advancing the safety, compliance, and operational excellence of System ET. This role is responsible for driving continuous improvement initiatives through the development, administration, and oversight of critical safety, qualification, and quality assurance programs. By leveraging data analytics, regulatory expertise, and process improvement methodologies, the specialist ensures organizational compliance while identifying opportunities to enhance workforce performance and reduce operational risk.

Essential Functions

  • Lead the development, administration, and continuous improvement of the ET Annual Qualification Review program to ensure compliance with regulatory requirements and organizational standards.
  • Serve as the subject matter expert and administrator for Comply365, managing workflows, document control, user support, and system enhancements.
  • Develop, maintain, enhance, and deliver ET Congress content and learning materials to support workforce development and knowledge retention.
  • Analyze qualifications, audits, investigations, and operational data to identify trends, emerging risks, and opportunities for continuous improvement.
  • Assist in the development of dashboards, reports, and performance metrics that provide actionable insights to leadership regarding safety performance, compliance, and workforce qualifications.
  • Prepare, review, and publish Electric Traction Safety Alerts, ensuring timely communication of lessons learned, significant events, and preventative actions throughout the organization.
  • Assist in conducting AMT-2 rule violation investigations, including evidence collection, interviews, root cause analysis, documentation, and recommendations for corrective actions.


Minimum Qualifications

  • Bachelor's Degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 6 years of prior relevant experience required
  • Experience writing, revising, and maintaining Standard Operating Instructions (SOIs), Engineering Practices (EPs), technical manuals, and safety procedures.
  • Knowledge of railroad, utility, electrical distribution, traction power, or transportation infrastructure systems.


Preferred Qualifications

  • Demonstrated interest or competency in the railroad industry.
  • Experience with Comply365
  • 8+ years of relevant experience preferred
  • Ability to successfully manage multiple tasks.
  • Bachelor's degree or equivalent combination of education, training and/or experience


Knowledge, Skills, and Abilities

  • Experience writing and publishing ET Safety Alerts and other technical safety communications.
  • Experience developing and managing Annual Qualification Review (AQR) programs.
  • Experience developing dashboards and reports using data visualization and analytics tools (e.g., Power BI or similar platforms).
  • Excellent written and verbal communication skills with the ability to translate technical information into clear, actionable guidance.
  • Thorough understanding of Electric Traction operating rules, safety programs, quality assurance principles, and regulatory compliance requirements.
  • Must have experience in reviewing Annual Qualifications
  • Must have knowledge of Electric Traction Department Construction Standards, Electric Traction Standard Operating Instructions, AMT-2, Norac and RWP or ability to obtain
  • Demonstrated experience conducting AMT-2 rule violation investigations and applying root cause analysis methodologies.
  • Comply 365 experience in site background. (posting, rule changing, safety alerts, compliance)
  • Strong Business Acumen
  • Strong knowledge of Microsoft Platforms
  • Demonstrated ability to manage multiple priorities, collaborate across departments, and lead continuous improvement initiatives.
  • Strong analytical skills with experience tracking trends, interpreting performance metrics, and presenting findings to leadership.
  • Advanced knowledge and administration of Comply365, including document management and workflow processes.


Work Environment

  • Position may be required to work extended hours, including limited night and weekend activities.
  • Limited travel to various points on the Amtrak System (Boston to Wash DC and Philadelphia to Harrisburg)
  • Office and field environment.
  • High mental demand for resolving critical issues that arise

The salary/hourly range is $103,700.00 - $134,460.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
