Responsibilities

Summary

The Senior Director, Start Up and Execution oversees the Director and its staff along with administering the day-to-day functions and activities of the Purchasing Department. Also, oversees the execution of facility expansions and start-ups, purchasing projects and programs. Establishes procedures and recommends policies or policy changes. Provides direct supervision for the Director and Project Coordinator.

Primary Duties and Responsibilities
  • The Senior Director, Start Up and Execution manages plans, organizes, coordinates, and maintains all purchasing activities, facility expansion, and start-up in support of corporate
    goals and objectives. Responsible for day-to-day operations of the department including the overall organization of the corporate purchasing office.
  • Provides oversight and accountability for all purchasing projects, facility expansion and startups implementations ensuring accuracy, reconciliation with pricing proposal estimates,
    adherence to project timelines, and alignment with budgetary parameters.
  • The Senior Director, Start Up and Execution leads the development and optimization of electronic records, data sources, and purchasing related processes to strengthen operational
    efficiency, reporting integrity and decision making.
  • Directs reporting activities and assessment processes, including the evaluation and execution of requested revisions for expansion and start-up facilities from field, regional, and corporate
    stakeholders.
  • The Senior Director, Start Up and Execution provides leadership and direction to Purchasing staff, including prioritization of work, assignment of responsibilities, workload management,
    professional development, training, and execution of departmental objectives.
  • Establishes performance standards for the purchasing functions and monitors staff accomplishments against those standards. Completes performance evaluations in accordance
    with company policies.
  • Reviews and approves purchases orders in accordance with established guidelines and procedures also including freight, moving, asset transfer and export projects.
  • Develops, implements, and governs purchasing policies, standards, guidelines, and procedures to support consistency, compliance, and organizational effectiveness.
  • Leads corporate level vendor negotiations for established programs to optimize value, service levels, and operational outcomes.
  • Manages significant cross functional projects to ensure goals and timelines are met.
  • Responsible for day-to-day management of department budget and budgets for direct purchasing projects (i.e., branding, start-ups, facility expansions, etc.)
  • Writes status updates and provides updates to field, regional or corporate level as required.
  • Manages all corporate interdepartmental day-to-day items relating to purchasing i.e., with IS, accounting, Fixed Assets, A/P, Operations, Risk Management etc.
  • Responsible for ensuring monitoring, assignments and timely completion regarding all queries, requests, reports, projects from field locations, regional offices.
  • Prioritizes all tasks, items within area of responsibility, reports to VP of Design & Construction regarding status of any problem areas. Provides weekly top level internal report.
  • Performs other duties as assigned.

Qualifications

Minimum Requirements
  • Bachelor's Degree in Business or related field. Master Degree preferred.
  • Eight (8) years of professional purchasing capacity or fifteen (15) years of professional purchasing experience. (Four (4) years' experience must be in a supervisory or project purchasing capacity.) Demonstrated excellent analytical, written, and verbal communication skills.
  • Excellent numerical, logic (business assumptions) and accounting accuracy.
  • Excellent presentation skills, ability to communicate to a high degree of effectiveness at all
    levels.
  • Excellent organization skills, excellent judgment, and ability to apply flexible and effective solutions to ongoing or project problems as they arise.
  • Excellent ability to quickly troubleshoot and solve operational problems relating to the purchasing area.
  • Excellent negotiation skills.
  • Ability to travel required. Travel may vary from 15% to 75% depending on projects.
  • Ability to work with computers and the necessary software typically used by the department.
