Full Job Description
The Senior Director, Capital Planning is responsible for leading the enterprise-wide capital planning, investment governance, and strategic resource allocation process for a Medicare Advantage health plan. This executive leader oversees the development, prioritization, approval, tracking, and optimization of all capital investments, ensuring alignment with organizational strategy, regulatory requirements, financial objectives, and growth initiatives.
The role partners closely with executive leadership, Finance, Operations, Information Technology, Clinical Operations, Provider Operations, Risk Adjustment, Compliance, and Enterprise PMO teams to establish a disciplined capital governance framework and maximize return on investment across the organization's portfolio of strategic initiatives, technology investments, market expansions, and operational transformation programs.

Job Responsibilities:
Enterprise Capital Planning & Governance
  • Lead the annual and multi-year capital planning process for the organization.
  • Develop and maintain enterprise capital allocation strategies that support corporate objectives and long-term growth plans.
  • Establish capital investment governance policies, procedures, approval thresholds, and decision-making frameworks.
  • Facilitate capital review committees, investment councils, and executive governance forums.
  • Maintain an enterprise capital portfolio and investment pipeline.
  • Recommend capital allocation priorities based on strategic, operational, regulatory, and financial considerations.
  • Develop scenario analyses to support capital deployment decisions under varying business conditions.


Capital Investment Evaluation
  • Lead business case development and capital request evaluation processes.
  • Establish standardized methodologies for:
    • ROI analysis
    • Net Present Value (NPV)
    • Internal Rate of Return (IRR)
    • Payback Period
    • Benefit Realization
    • Risk Assessment
  • Evaluate proposed investments against enterprise strategic objectives.
  • Ensure all capital requests contain clear financial and operational benefits.
  • Drive disciplined underwriting and gating processes for major initiatives.


Portfolio Management
  • Oversee the organization's capital investment portfolio across:
  • Monitor capital utilization and project-level performance.
  • Identify risks, dependencies, and resource constraints across the portfolio.
  • Recommend reprioritization of investments based on changing business conditions.


Financial Planning & Analysis Partnership
  • Collaborate with FP&A, Accounting, Actuarial, Treasury, and Strategy teams.
  • Integrate capital planning with annual budget and long-range planning processes.
  • Develop capital forecasts and expenditure projections.
  • Monitor approved versus actual spend and identify variances.
  • Ensure alignment between capital investments and enterprise financial targets.


Executive Reporting & Decision Support
  • Prepare Board-level and Executive Leadership reporting packages.
  • Present investment recommendations, portfolio health, and capital performance metrics.
  • Develop dashboards and KPI reporting for capital management.
  • Provide strategic insights regarding investment performance and future capital requirements.


Benefit Realization & Investment Performance
  • Establish post-implementation review processes.
  • Monitor realization of expected financial and operational benefits.
  • Conduct investment look-back analyses to evaluate performance against approved business cases.
  • Develop corrective action plans for underperforming investments.
  • Maintain accountability for enterprise benefit realization reporting.


Strategic Planning Partnership
  • Partner with executive leadership to identify future investment opportunities.
  • Support corporate strategy development and growth planning initiatives.
  • Evaluate mergers, acquisitions, provider partnerships, and expansion investments.
  • Assess emerging healthcare technologies, digital capabilities, and operational innovations.


Leadership Responsibilities
  • Build and lead a high-performing Capital Planning Office.
  • Manage capital planning analysts, portfolio managers, and financial consultants.
  • Develop enterprise investment planning capabilities and best practices.
  • Foster collaboration across functional business units.
  • Serve as a trusted advisor to executive leadership.

Pay Range: $198,219.00 - $297,329.00
Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
