About this position: Sr. Contract Specialist Location - Arlington, VA

Wage/Salary Range: $100k - $140k

Essential Duties & Responsibilities

• Manage and provide services on all phases (pre-solicitation, solicitation, pre-award, post-award, admin) of highly complex, highly visible acquisitions for construction and advisory services abroad to include performing market research, holding site visits, formulating solicitations and generating source selection and evaluation plans, managing technical evaluations, leading price/cost analysis and negotiation, preparing contract documents, and executing award decisions.
• Manage cradle-to-grave, non-commercial, and highly-complex acquisitions for construction and trainings services abroad to include: performing market research, holding site visits, training others to lead site visits, independently formulating solicitations and generating source selection and evaluation plans, managing technical evaluations, training others to manage technical evaluations, leading price/cost analysis, training others to conduct cost/price analysis, overseeing post-award conferences, conducting government furnished property inventories, awarding time and materials contracts, holding contract reviews at posts world-wide, and conducting contract closeouts.
• Evaluate cost estimates and financial plans for procurement requests and contract proposals to provide adequate justification and consistency with approved program budgets and goals; trained peers in cost analysis techniques.
• Monitor and provide guidance regarding contract obligations, liquidations, claims, and the impact of contract changes on these items; train others to monitor obligations, liquidations, and claims.
• Assess adequacy of contractors' accounting systems to ensure compliance with Department and DCAA standards; assessed adequacy of price proposals to ensure compliance with the FAR; led indirect cost and rate management.

Required (Minimum Necessary) Qualifications

• Education Requirements: Bachelor's Degree
• Level of Experience Requirements: And/or 10 years combined experience in Business, Finance, Accounting and other Contract specialist related fields.

Knowledge, Skills, Abilities, and Other Characteristics

• Experience teaching, coaching, and mentoring professionals on fragile states and transition topics.
• Ability to solve problems and encourage consistent, solid performance.
• Proficiency in qualitative and quantitative research methods.
• English language (written and spoken) communications skills.
• Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
• Strong organizational, communication, interpersonal, and computer skills.
• Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision

Preferred

• Must have Secret clearance

Supervisory Responsibilities

• This position will not have supervisory responsibilities.

Additional Qualifying Factors

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
