Job Description:

Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.

Essential Functions:

  • Effectively communicates with direct manager and/or group leader, and works directly with other functions such as: contracts, program office, cross functional peers, and cross functional leaders.
  • Understanding of production, development, services, repairs and sustainment.
  • Knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.)
  • Experience with government proposals and BOEs
  • Experience with negotiations, subcontractor management and program risk management.
  • Understanding of technical SOWs and Subcontractor specifications.
  • Negotiates legal documents as required (i.e., NDA, Agreements, Terms and Conditions, etc.).
  • Responsible for award and management of subcontracts.
  • Estimated Travel: 10%
  • Ability to obtain a US Security Clearance


Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.


Preferred Additional Skills:

  • Experience as a Cost Account Manager for Subcontracts managing budgets and sales forecasting, experience with EVMS
  • Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
  • Demonstrate a strong attention to detail and a high degree of accuracy.
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.
