Job Description:

The Program Finance Specialist/Billing Analyst is responsible for preparing, reviewing, and submitting accurate and timely customer invoices, ensuring compliance with contract terms, government regulations, and company policies. This role manages billing activities for a variety of contract types, including cost-reimbursable, time-and-materials, CPFF and FFP contracts, while monitoring funding profiles, unbilled balances, and billing ceilings. The Biller works closely with program management, contracts, accounting, and customers to resolve billing issues, analyze variances, support sales outlook reporting, and maintain complete audit-ready documentation.

Essential Functions:
  • Prepare and submit invoices in accordance with contract terms and customer requirements
  • Review billable costs for accuracy, completeness, and compliance prior to invoicing
  • Process billing for various contract types, including cost-reimbursable, time-and-materials, and fixed-price contracts
  • Monitor contract funding, billing ceilings, and unbilled balances
  • Coordinate with program managers, contracts, and accounting to resolve billing discrepancies and support timely invoice submission
  • Analyze billing activity, funding status, sales outlook, and billing variances
  • Maintain complete and accurate billing documentation and records
  • Research and resolve customer billing questions, rejected invoices, and payment issues
  • Ensure billing practices align with internal controls, government regulations, and contractual requirements
  • Assist with audit requests and other financial reviews as needed
  • Ability to obtain a US Secret security clearance


Required Qualifications:
  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, a minimum of 8 years of prior related experience.
  • 4-8 years' experience with Microsoft Office applications including Excel and PowerPoint
  • Knowledge of Deltek Costpoint and IBM Cognos Report
  • Experience with cost-reimbursable contracts such as CPFF and T&M
  • Knowledge of government contracts, funding profiles, sales outlook and variance analysis preferred


In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington State, DC and Virginia (Greater D.C. area), Denver, or NYC areas is $76K-$141K. The salary range for this role in Colorado state, Connecticut, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia (outside of Greater D.C. area) is $67K-$124K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
