Full Job Description
The Specialist Manager, Government Client Contracts Management supports a primary focus on NASPO ValuePoint and related State, Local, and Higher Education contracts. This role manages complex contractual matters across the full contract lifecycle, including pre-award, post-award, master agreements, participating addendums, contract maintenance, compliance monitoring, and issue resolution. The role also advises stakeholders on contract requirements, business risks, and practical mitigation strategies that support revenue generation, compliance, and operational readiness.

Work you'll do

As a Specialist Manager, Government Client Contracts Management on the Enterprise Contract Management & Operations team, you will be responsible for:
  • Leading contract administration activities for assigned NASPO ValuePoint and related State, Local, and Higher Education contract vehicles across the contract lifecycle
  • Coordinating proposal and award activities, including planning, scheduling, compliance reviews, and submission readiness
  • Reviewing, drafting, negotiating, and managing contract documents, including master agreements, participating addendums, modifications, and similar agreements
  • Advising stakeholders on contract terms, compliance requirements, business impacts, and risk mitigation strategies
  • Monitoring contract portfolio activity, renewals, performance obligations, data accuracy, and issue resolution to support compliant contract management

The team

The Enterprise Contract Management & Operations team is responsible for contract administration activities supporting strategic enterprise contract vehicles across Deloitte's Government and Public Services practice. This role will work directly with Contracts professionals, Project Engagement Leadership, Enabling Solutions points of contact, and other internal stakeholders to coordinate the information and decisions required to support compliant contract management and operational execution

Qualifications

Required:
  • Bachelor's degree
  • 8+ years of experience in contract administration, contract management, procurement, or contractual support functions
  • Experience supporting contract lifecycle activities, including proposal support, negotiation, compliance oversight, and contract administration
  • Experience supporting State, Local, Higher Education, or cooperative purchasing contract vehicles
  • Experience reviewing, drafting, negotiating, or administering contract documents, including master agreements, participating addendums, modifications, or similar agreements
  • Proficiency with Microsoft Outlook, Microsoft Excel, Microsoft PowerPoint, and artificial intelligence tools
  • Ability to travel 10-15%, on average, based on the work you do and the clients and industries/sectors you serve.
Preferred:
  • Experience supporting NASPO ValuePoint contracts or similar cooperative purchasing vehicles
  • Experience supporting State, Local, and Higher Education contracts in state or municipal procurement environments
  • Experience supporting proposal development, contract vehicle maintenance, and compliance administration
  • Experience negotiating non-standard terms and supporting risk mitigation strategies
  • Experience with product or software offerings under contract vehicles
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $93,000 to $171,300.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
