Position Summary:
The Specialist 4, Workforce is a career-confident professional who operates independently with full autonomy to execute the role and drive strategy, leading the development and deployment of a focused portfolio of education and workforce activities and engagements. In this role, you will set portfolio direction and tactical implementation, navigate complex or ambiguous problems, and interact with a myriad of partners to drive project and portfolio goals from conception to final deliverable-managing timelines, scopes, and budgets. Essential Duties and Responsibilities:
Lead the development and deployment of a focused portfolio of education and workforce activities and engagements from conception to final deliverable(s).
Drive portfolio strategy and tactical implementation, exercising full autonomy to execute the role.
Create/define milestones, objectives, schedules, scopes of work, and budget estimates.
Resolve complex or ambiguous problems, monitor project and portfolio risks, identify potential roadblocks, and make recommendations.
Maintain project documentation, develop reports, presentations, and other materials.
Track project and portfolio performance to analyze the successful completion of short and long-term goals.
Consolidate project status and provide scheduled updates periodically.
Establish and maintain relationships with relevant client stakeholders.
Collaborate with the Workforce Development Division members to ensure completion of tasks and projects.
Represent BFA and the Workforce Development Division at conferences, meetings, and other external events as needed.
Become proficient in BFA project management software.
Performs other related duties as assigned.
Supervisory Responsibilities:
None; May provide technical oversight or guidance to junior team members.

• Advanced understanding of workforce development, customer service, and stakeholder management.
• Advanced project and contract management skills; understanding of FAR/DFAR.
• Ability to use data to identify and manage relevant risks for decision-making.
• Proficient in project management software and Microsoft Office Suite.
• Strong interpersonal and communication skills, with the ability to work effectively with cross-functional teams and stakeholders.
• Strong ethical standards and integrity.
• Detail-oriented, proactive, and adaptable to changing priorities.
Education, Certifications, and Experience:
• Bachelor's degree in Business Administration, or a related field.
• Minimum of 8 years of relevant experience required, with experience in a government or defense contracting environment preferred.
• Experience working in employment, training, education, or career services programs, providing guidance, referrals, or support across channels.
• Experience supporting partnership agreements and ongoing relationships.
• Relevant certifications in Workforce Development (CWDP), Project Management (PMP), or similar certifications are preferred.
Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer.
• Ability to lift up to 20 pounds.
Remote/Hybrid Location Requirements:
Employees conducting work in a remote (or hybrid) environment are expected to maintain compliance with the employment standards set forth in the Team Member Manual and particularly mindful of the sections related to Remote Work Policy and Workplace Guidelines.
Travel Expectations:
• Expected travel: Up to 30%.
• ** Periodic travel to HQ or DC office for meetings may be required.
Summary
The anticipated salary range for this role is $107,600 - $134,500, based on factors such as experience, skills, required location, and available funding. This range reflects the base salary and does not include any possible bonuses or benefits. Actual compensation may vary and will be determined during the interview process and in accordance with applicable laws.
