Description To assist the Building Official in application, administration, and enforcement of the Virginia Uniform Statewide Building Code and the Goochland County Code as it relates to special commercial projects.
Essential Functions - Assists with the completion of plan reviews and inspections of designated special commercial projects.
- Monitors the approval of all department inspections within the County associated with special projects.
- Provides customer service to the citizens of Goochland County by providing technical assistance and advice regarding construction, renovation projects and building code requirements.
- Responds to inquiries from contractors, architects/engineers, and other design professionals regarding code requirements and interpretations and inspection procedures for designated special projects.
- Consistently and correctly interpret the requirements of the Virginia Uniform Statewide Building Code.
- Performs commercial inspections as needed on other than special projects as requested by the Building Official.
- Assists with commercial and residential plan reviews as needed on other non-assigned projects as requested by the Building Official.
- Prepares reports for the Building Official regarding inspection activity and daily inspection logs for all special projects.
- Reviews inspection reports generated by special inspection agencies and offers feedback and directions to the Building Official regarding their findings.
- Assists the Building Official with contractors, builders, andothersfoundtobeviolatingbuildingcodesorprocedurestoresolvemattersinacost-effectivemanner while still ensuring public safety and code compliance.
- Inspects structures following damage caused by fire, wind, or other natural disasters when called upon by the Building Official, Fire/Rescue or Sheriff's Office.
- Effectively communicates with the Building Official and keeps them informed of current issues on a timely basis.
- Performs other duties as assigned by the Building Official and/or Deputy Building Official.
Knowledge, Skills and Abilities - Extensive knowledge of construction practices, methods, materials, and equipment.
- Requires a minimum of 10 years of experience as a registered design professional, building or trade inspector, contractor or equivalent with 5 years of experience in a supervisory role.
- Comprehensive knowledge of construction related engineering principles and practices.
- Demonstrated ability to read and interpret complex drawings, and plans.
- Demonstrated ability to communicate effectively orally and in writing to maintain good working relationships with customers and to recommend cost effective methods for complying with building codes.
- Ability to effectively plan, prioritize, coordinate, and schedule departmental activities to effectively use time, and ensure that inspections don't unnecessarily impede construction progress.
- Demonstrated ability to interpret and apply code enforcement regulations.
- Ability to perform inspections of buildings and structures in various stages of completion.
- Ability to adapt to new plan review and inspection technology.
- Ability to safely operate and maintain County vehicles, equipment, and power tools under their control.
- Demonstrated knowledge and ability of the proper use of personal protective equipment.
- Ability to represent the County at a Local, State, and National level on building codes and standards.
- Demonstrated ability to create and make presentations and deliver other technical information to staff, customers and contractors when called upon by the Building Official.
Education, Experience and Training - Associate's degree in engineering or construction related field and considerable training and experience in skilled/construction trades or an equivalent combination of education, certifications, and experience.
- Completion of the Virginia Department of Housing & Community Development's Advanced Official's Academy.
- Extensive experience as a building inspector, construction manager, or building department manager.
- State Certification as a Certified Building Official required.
- Certification as Master Code Professional is required.
As part of employment with Goochland County, all employees are required to complete Emergency preparedness and incident management training courses as directed or requested.
