MassHealth is seeking qualified applicants for the position of
Special Projects Manager ,
Finance t o take on a pivotal role within the Finance Unit. Manager will ideate, scope, and execute priority finance projects, working cross-functionally with executive leaders across the agency.
The Manager will report directly to the Director of Special Projects, Finance, who has a direct line to the MassHealth Chief Financial Officer. The Special Projects team is a small and high-performing team that provides a financial perspective to MassHealth's senior leaders on key initiatives. Each initiative requires qualitative and quantitative analyses of the current state as well as various options for future state, recommendation of implementation methods, and comprehensive tracking of performance.
Potential initiatives include:
- Spearheading financial strategy to ensure the provision of pre-release healthcare services to justice-involved members, emphasizing financial optimization within the MassHealth framework.
- Partnering with the executive team to process, manage, and implement policy for budget solutions.
- Developing a model and system to track $200M+ of payor and hospital assessments.
Duties and Responsibilities (these duties are a general summary and not all-inclusive): - Provide support on project portfolio including conduct analysis on medical claims data, provider cost reports, and other sources to identify and prioritize opportunities for improvement (e.g., high-growth provider types, high-utilizing members), devising macro project plans, and ensuring completion of deliverables.
- Assemble and lead cross-functional teams to build alignment around path forward and motivate action.
- Identify project scope, develop work plans, and lead day-to-day efforts of staff and vendors in executing such work plans, finalizing deliverables, and developing policy and/or operational recommendations.
- Manage relationships and engagement with various stakeholders (e.g., federal, health plan contractors, vendors, providers, advocates) on relevant program and finance topics.
- Prepare and present formal recommendations to MassHealth executive team.
- Respond to urgent legislative or regulatory priorities, as identified.
Preferred Qualifications :
- Proficient in developing and managing program budgets, tracking expenses, and resource allocation, ensuring meticulous financial oversight and adherence to budgetary constraints.
- Skilled in analyzing diverse funding sources, exploring opportunities for financial optimization, and strategically directing financial resources.
- Ability to assess and understand the financial impact of policy changes and program initiatives, ensuring alignment with MassHealth's objectives and fiscal standards.
- Proven ability to lead collaborative efforts across teams, state agencies, and stakeholders to align financial strategies and implement financial systems in the healthcare space.
- Skilled in utilizing data-driven insights to inform financial decisions, analyzing data to optimize funding allocation and budgetary strategies.
- Excellent MS Excel and PowerPoint skills and experience analyzing large datasets using Microsoft Excel and Access.
- Excellent organizational skills and attention to detail.
- Ability to solve complicated problems with minimal direction.
- Ability to lead projects through organizing work, establishing operating relationships, and coordinating the work of others.
- Ability to analyze and determine the applicability of financial and program data, to draw conclusions, and to make appropriate recommendations.
- Strong communication skills.
- Comfort with working under high pressure and tight time constraints.
- Comfort with ambiguity and providing structure to ambiguous problems.
- Strong interpersonal skills.
- Passion for public service and policy.
- A working understanding of the Commonwealth's health insurance landscape.

Qualifications:MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
