Position Summary: The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 2-K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), Family Resource Centers (FRCs), and a call center, which are family facing offices that conduct enrollment transactions and provide community based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.
The Enrollment Research, Analytics, and Policy (ERAP) team manages research and analysis for all admissions processes and other enrollment related processes and collaborates across the NYCPS to provide data and research support for 2-K through grade 12.
The Special Populations Analyst is a member of the Enrollment Research, Analytics, and Policy Team who helps to lead and drive the work specifically related to students in District 75 and other special populations of students. The Analyst will work with the Special Populations Team to develop a centralized admissions process for students in District 75 and craft policy related to these specific populations of students. This position will help to ensure there is a consistent vision and plan to improve the application experience for families and that transparency and equity are at the forefront of the work. Key Relationships: Works closely with OSE Executive Directors, Senior Directors, Project Managers, and Community Coordinators. Also works with the Special Education Office, the Office of District Planning, and Superintendents and their teams.
Responsibilities - Develop a project plan to implement the centralization of the D75 admissions process.
- In collaboration with the Special Populations Team, the Office of District Planning, and the D75 Superintendency, develop a project plan related to projecting D75 capacity (for placement and funding purposes).
- Manage all analytical aspects of the admissions processes for Kindergarten IEP Process (KIP) and D75, including application tracking, data collection and management, data cleaning, developing D75 placement letters in coordination with the D75 Placement Team, and reporting to schools and other stakeholders.
- Create and maintain comprehensive placement files and seat availability trackers for the KIP process and D75 placements in general in coordination with OSE's D75 placement team, the Special Education Office, and OSE's Elementary School Admissions Team. Work within strict timelines aligned with the KIP project plan.
- Develop content expert ise with MySchools, OSE's online application system, and be able to troubleshoot and fix bugs , introduce new features, and coordinate testing of MySchools across OSE teams. Work with the MySchools team to ensure that the new application and continued enhancements are properly developed and implemented.
- Report on registers, applicants, seats, demographics, and other admissions and enrollment related areas. Use findings to propose policy changes.
- Update/build out school directory information, including managing data related aspects of the school directory, and performing research related to what information is most important to support school choice decisions based on conversations with families and community based organization.
- Provide timely and appropriate responses to inquiries from other central offices, school support organizations, schools, Community Education Councils (CEC), advocacy organizations and community stakeholders.
- Participate in engagement efforts with internal and external stakeholders such as parent advocacy organizations to obtain and incorporate feedback into development of admissions process.
- Using historical analyses and various prediction models, create annual register (enrollment) projections for all D75 schools.
- Liaise directly with Superintendent teams and school staff, as needed, to share updates and information about the projections process, and to troubleshoot related issues and escalations.
- On an annual basis, assess the accuracy of D75 projections to continuously improve the process and methodology.
Qualification Requirements: Minimum A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. Plus
- Experience manipulating, organizing, and analyzing large datasets using Stata (preferred), SPSS, SAS, R, Python, or other statistical/data management programming languages.
Preferred - Experience developing thoughtful and creative approaches for addressing a wide range of analytic questions.
- Ability to use independent judgment to design, adapt and modify analyses and programming to the needs of specific projects.
- Ability to clearly communicate and document technical work, including coding methodology, to audiences with varying degrees of analytical understanding.

Salary : $112,883 - $117,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
