Full Job Description
Duties Description Reporting to the Chief Equity Officer and liaising with Office of Cannabis Management (OCM) Executive teams, the Deputy Director of Social and Economic Equity (SEE) is responsible for the development and implementation of strategic planning and programming to further OCM's social and economic equity-focused mission.

This position has a key role in establishing and communicating social and economic equity initiatives, and in creating internal and external support to realize those initiatives. The Deputy Director is also tasked with setting up and tracking performance and impact metrics related to the adult-use cannabis programs.

The Deputy Director will manage projects that require organization and collaboration across several OCM teams and agency partners, and report progress and project deliverables to the Executive Office. Acknowledging the New York cannabis industry's dynamism, the Deputy Director is responsible for creating opportunities for regular feedback from the cannabis community and building or adapting programs in response.

Duties include, but are not limited to:
• Develop agency directives related to the development of the adult-use markets, set a timeline for such directives, and leverage human, relationship, and financial capital to achieve them.
• Create a framework and implementation strategies for statutory, regulatory, and programmatic initiatives to attract new cannabusinesses and support existing cannabusinesses, in the adult-use market, by stewardship of the Social and Economic Equity unit.
• Explore and utilize changing technologies, artificial intelligence, risk analyses, and data analytics, to continue to expand OCM's role as the central equity player and policy setter in the New York cannabis industry.
• Partner with the Chief Equity Officer to adapt, update and ensure continued implementation of OCM's Social Equity and Economic Plan.
• Monitor all agency activities to ensure the SEE Plan goals and the broader equity goals of the Marihuana Regulation and Taxation Act (MRTA) are met.
• Coordinate with inter- and intra-agency partners to further social and economic equity through programs that focus on Community Economic Development including small business support such as access to capital and incubation services.
• Monitor the resources available to impacted licensees to ensure the restorative justice mandate of the statute is satisfied with regards to licensure, and technical assistance.
• Collect and analyze data from licensed businesses regarding their market performance, internal structure, ownership, workforce, and social and economic footprint in New York State.
• Assist with the promulgation of any and all necessary rules and regulations governing the cultivation, manufacture, processing, transportation, distribution, testing, delivery and sale of medical cannabis, adult-use cannabis, and cannabinoid hemp and hemp extract, including but not limited to the registration of organizations authorized to sell medical cannabis, licensing and/or permitting of adult-use cannabis cultivators, processors, cooperatives, microbusiness, distributors, laboratories, and retailers, and the licensing of cannabinoid hemp and hemp extract producers and processors.
• Represent the agency at forums and public events about OCM's SEE program and track follow-up activities on issues raised at forums.
• Provide supervision to and support OCM's Social and Economic Equity Team.

Minimum Qualifications Bachelor's degree and six years of specialized experience*.

*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments • Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
