Occupational Summary

Reporting to the Senior Director Supply Chain IT Sourcing, the IT Senior Sourcing Manager is responsible for long-term planning, strategy development, and leading continuous improvement of assigned IT spend categories. The position will be responsible for the development and implementation of IT sourcing strategies and standards across the assigned IT spend categories to meet Duke University and Duke Health System needs by achieving high quality, reduced cost, and simplified procurement strategies.

The IT Senior Sourcing Manager operates independently and is responsible for driving IT sourcing strategies, managing the bid process, and complex negotiations for IT hardware, software and services. This person will independently analyze IT spend areas within assigned categories, provide recommendations on IT sourcing strategies and deliver savings to the University and Health System. The successful candidate must show confidence and executive presence in business situations and be able to influence and persuade, demonstrate domain expertise and be able to think on their feet quickly. This person should promote a positive work environment, spirit of cooperation and support for coworkers.

Work Performed
Responsible for the negotiation and management of IT supplier contracts; serve as leader, mentor, coach and operational resource for Sourcing teams; supervise, develop and monitor the performance of goals and objectives for applicable members of the team; plan, coordinate, and implement enterprise-wide plans used to inform the Duke community about sourcing initiatives, procedures and impact.

Specific responsibilities include:
  1. Lead cross-functional and multi-departmental sourcing activities for assigned category(ies);
  2. Serve as an IT category manager and focus on planning for and executing a model to capture, manage and control spend reductions as a result of procurement activities that improve category spend performance for key IT investments, existing and new;
  3. Perform analysis on a multitude of Information Technology related commodities (Software, SaaS, IaaS, PaaS, Equipment, Hardware, Professional Services, etc.);
  4. Lead sourcing processes in a matrixed environment including RFI/RFPs and negotiations or renegotiations:
    a. Sourcing functions include but are not limited to preparing market research, sourcing templates, spreadsheets, reviewing specifications, statements of work, and contracts;
    b. Create evaluation models and assist stakeholders in evaluation during formal, informal, and sole source solicitations;
  5. Lead negotiations with the software industry and analyze complicated licensing models (like on-premise, subscriptions, hosted and cloud) for department-wide and enterprise-use license agreements of software & professional services for application services for a range of vendors:
    a. With inputs from subject matter experts and applicable leadership team make recommendations for vendor selection;
    b. On vendor pricing and discounts, licensing terms, Statements of Work, Service Level Agreements, Licensing, and maintenance agreements, etc;
    c. Work collaboratively with suppliers and customer stakeholders to identify and execute vendor negotiations and service improvement;
  6. Develop sourcing plans, benchmark suppliers, contracts, and services and evaluate various Business Unit level requirements, existing opportunities, or new initiatives, including but not limited to setting sourcing strategies and executing those strategies to deliver improvements on quality, value, contract, price, and service. Provide analytics to enable comprehensive and informed purchase decisions;
  7. Analyze business processes and identify opportunities to increase efficiency while reducing costs. Identify and recommend cost savings opportunities through data analysis and negotiations;
  8. Stay current with relevant advances in technologies. Responsible for maintaining and updating knowledge of IT policies and procedures, hardware, software, and technical services. This can include on-the-job training, attending technical courses or conferences, reading, research, and testing. Develop and follow best practices and procedures and share knowledge with team members;
  9. Develop and maintain strong relationships with stakeholders at all levels to be able to understand the environment and support stakeholders in driving business outcomes;
  10. Monitor and manage metrics associated with primary suppliers and their committed service levels;
  11. Investigate opportunities for synergies and rationalization of other legacy IT suppliers/systems. Must have a strong focus on cost reduction targets and be able to build an opportunity pipeline for cost savings/avoidance;
  12. Maintain a roadmap of category execution activities (e.g., sourcing, supplier management, demand management, etc.) to implement the category strategy;
  13. Execute procurement tasks to support on-time project launches, delivering quality products, while achieving cost targets to align with successful launches;
  14. Lead supplier performance reviews for IT projects during the project closure phase;
  15. Maintain close partnership with other shared services such as legal, regulatory, risk, information security, and finance to ensure adherence with applicable policies, compliance matters and achievement of favorable contractual terms;
  16. Manage redline reviews of assigned IT Agreements that require the inclusion of applicable Duke standard terms and conditions;
  17. Evaluate Supplier performance through review of vendor spend reports and customer feedback; resolve issues and implement solutions to address negative supplier performance;


Hire, supervise and provide performance reviews for subordinates including Sourcing Analyst.
Survey customers to assess processes and team performance, and benchmark other institutions for process ideas and/or improvements.
Responsible for managing the budget for team activities.

Required Qualifications at this Level

Education/Training:

Requires Bachelor's or Master's degree in Engineering, Information Technology, Business, Supply Chain or equivalent work experience.
Project Management Professional (PMP) is preferred.

Experience:
  • A minimum of 5 years of experience in strategic sourcing/ procurement/contract management in technology categories such as software, software as a service, hardware, and implementation services for software.
  • Experience in analysis, configuration, implementation, and evaluations of IT systems.
  • Knowledge of contract terms and conditions.
  • Experience running RFx processes.

Anticipated Pay Range: Duke University provides an annual base salary range for this position as USD $62,694.00 to USD $107,633.00.
