Job Description

General Description:

This position performs seniorlevel strategic and operational management within the Information Technology Services (ITS) Department of the Office of the Texas Secretary of State (SOS). As a key member of the ITS leadership team, the employee helps advance our core priorities: delivering exceptional customer service and ensuring successful project outcomes across the agency.

This position oversees the work performed by the Application Development, Help Desk, and Systems Operations teams. In partnership with each team's manager, they will ensure smooth daily operations, identify resource and training needs, and remove obstacles affecting progress. The role also requires close collaboration with the Chief Data Officer, Chief Information Security Officer, and Chief Information Officer to plan and execute technology initiatives that support the agency's mission.

This position demands a collaborative and adaptable leader who is committed to program access, able to manage multiple teams, and capable of producing timely, accurate results. The ideal candidate should be selfmotivated, resourceful, and comfortable using independent judgment with limited supervision. This position reports directly to the Chief Information Officer.

General Duties and Responsibilities:

  • Oversee and prioritize daily operations and technology project work across ITS teams, in partnership with section managers; identify resource and training needs; remove obstacles.
  • Collaboratively develop and implement enterprise technology strategies, roadmaps, operational standards, ITS policies and procedures, and governance frameworks to support agency operations and statewide requirements.
  • Coordinate ITS efforts on enterprise cybersecurity initiatives with the Chief Information Security Officer, ensuring compliance with TAC 202, the Texas Cybersecurity Framework (TCF), and statewide cybersecurity directives.
  • Lead ITS activities in disaster recovery, business continuity, and operational resiliency planning.
  • Oversee strategies for enterprise IT asset management, inventory accountability, and hardware/software lifecycle management.
  • Participate in statewide technology initiatives, audits, compliance reviews, risk assessments, and legislative reporting requirements.
  • Assess enterprise technology needs, modernization opportunities, operational gaps, infrastructure requirements, and cybersecurity risks to support strategic planning, funding requests, compliance, and modernization efforts.
  • Monitor and help resolve operational and project issues.
  • Participate in or manage strategic communication efforts.
  • Perform other duties as assigned.

Required Minimum Education and Experience:

  • Graduation from an accredited 4year college or university with major coursework in business administration, project or program management, computer science, management information systems, or a related field. Additional working experience beyond what is required below may substitute for college education, year for year.
  • A minimum of five years of experience, overseeing Information Technology teams, project portfolios, and/or managing complex information technology projects.


Preferred Qualifications:

  • Four (4) years of experience directly managing technical personnel, including performance evaluation, coaching, skills assessment, training planning, and team building.
  • Four (4) years of experience preparing performance standards and standard operating procedures for technical teams.
  • Experience overseeing one (1) or more major information resource projects (MIRP) subject to Quality Assurance Team (QAT) oversight and contributing to associated reports.
  • Four (4) years of experience overseeing application modernization projects involving migration to new technology platforms.
  • Four (4) years of experience developing technology project business cases, defining requirements and scope, and managing budgets for internal and outsourced resourcing.
  • Experience working with the DIR Shared Technology Services program.
  • A jobrelated certification, such as PMP, PMIACP, PMIPBA, or executive information technology education.
