This position is a staff authority and pacesetter who has a unique level of technical expertise in SNAP Quality Assurance data reporting systems and analytical applications
for the Department, specifically with the combination of multiple data systems to include the Rushmore Case Review System and, Colorado Benefits Management System.
EBTedge and Quality Control QSC system. Overall, the position exists to support the Division's policy and programming decisions related to SNAP eligibility data and
performance metrics of Application Processing Timeliness (APT), Recertification Processing Timeliness (RPT), Payment Error Rate (PER), and Case and Procedural Error
Rate (CAPER). The staff authority directly influences management decisions beyond the agency, such as Office and Division Directors, various internal program managers,
staff from the Strategic Operations and Solutions (SOS) team, and the Food and Nutrition Service of the United States Department of Agriculture. This position
accesses SNAP performance data from many data systems and designs and builds statewide data reporting systems, which have a transformative impact on how the
Division is able to assess and manage performance at the Executive Management level, at the program level, and at the county level. This position represents the
Division/CDHS and shares department data at various external meetings and other venues, as required. Specifically, the position manages SNAP performance data by designing,
implementing, maintaining, and ensuring data security, accuracy, and integrity, and operates across data systems efficiently and effectively. This position is responsible
for using SQL to reference and to integrate data extracted from DSS01, FIS database (EBT edge), federal QCS database, Rushmore Case Review System data, and other
source systems to facilitate analysis and improve operational efficiency and decision-making. This position also develops methods for tracking program information and capturing outcome data for evaluation in a visually understandable context using dashboards, Tableau, and other complex software.

Primary Job Duties:

Summary of Design, Build, and Manage SNAP Quality and Performance Data:
  • This position has been delegated as the staff authority for SNAP Quality and Performance data and has a unique level of knowledge in multiple systems elements,
    their general architecture and processing, and expertise in extracting appropriate data from multiple data sources to solve a particular question or problem. This
    position creates and maintains reports outside of CBMS, FIS, QCS, and Rushmore Case Review Systems databases, which require creating and maintaining data dictionaries to ensure compliance with program reporting requirements. This position must be sufficiently skilled to extract data from three to four source databases to capture all the information necessary to inform reporting in order to take action for corrective action. This position develops and evaluates programming and coding to establish best practices and procedures for combining the multiple data sets of SNAP information. Communicates strategic performance analysis in internally and externally facing meetings.
Summary of SNAP Data Analyst:
  • As staff authority in SNAP Quality and Performance Data, this position's knowledge of the content, architecture, and governance regulating the various databases (CBMS, FIS, QCS) are critical for the development of reports and dashboards using TOAD, Tableau, and Microsoft Excel to support day-to-day operations and performance management for the State SNAP units and counties. These systems are complex in nature and often require careful judgment and analysis to determine appropriate extractions. This position is responsible for creating and maintaining a library of standard and ad-hoc report code.

Summary of Corrective Action Plan and CBMS Recommendations:
  • This position provides information and support to the SNAP teams to assist in the development of SNAP federal Corrective Action Plans and CBMS improvements. This
    position works closely with other FEAD team members to evaluate error trends both statewide and in specific areas. Using the information gathered from this analysis, the position provides data for Corrective Action Plans and makes recommendations for additional guidance, training, or CBMS improvements to prevent future errors.

Summary of All Other Duties as Assigned:
  • Other duties as assigned, specific to the Department, FEAD, and SNAP Team vision and goals.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:

Seven (7) years of relevant experience in conducting data management, data reporting, and data analysis, including analysis of large, complex relational databases, data extraction and manipulation. Must have experience applying data management and analysis skills to build evidence that supports performance evaluation with the goal of reducing operational processing errors. Must demonstrate proficiency in extracting relational data using SQL, interpreting complex metrics to form actionable programmatic recommendations, and effectively communicating insights to stakeholders to drive quality improvement.

OR

Education and Experience:
A combination of related education in Public Health, Economics, Public Policy, Research and Methodology, Statistics, Mathematics and/or relevant experience in conducting data management, data reporting, and data analysis, including analysis of large, complex relational databases, data extraction and manipulation equal to seven (7) years. Requires 4+ years of experience applying data management and analysis skills to build evidence that supports performance evaluation with the goal of reducing operational processing errors. Must demonstrate proficiency in extracting relational data using SQL, interpreting complex metrics to form actionable programmatic recommendations, and effectively communicating insights to stakeholders to drive quality improvement.
