Site Security Manager (SSM)(NSMWDC - San Diego, CA)

Job Description

In accordance with the DoDM 5105.21 v3 and ICS/ICD 705, the SSM shall draft the CSP; outline threat and risk mitigation strategies for multiple sites within the area of responsibilities. As directed by the COR the SSM shall implement the USG approved Construction Security Plan (CSP).

The salary range (or hiring range) for this exempt position has been established at: $120,000 - $130,000.
The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. Responsibilities include:

1.1. In coordination with the AO/CGSSO/SSO, SSM will develop Concept Approval documents and coordinate for SCIF/SAPF AO approval.

1.2. Complete ICD/ICS 705 Tech Spec SCIF/SAPF Pre-construction Checklist(s).

1.3. Complete TEMPEST checklist(s).

1.4. In coordination with the AO/CGPM or CGSSO/SSO, and in accordance with DoDM 5105.21.v3 and DoDM 5205.07, develop the Construction Security Plan (CSP), coordinate approval, and update as required through the duration of the contract.

1.5. Participate in meetings, in-progress reviews, integrated concept and product teams, working groups, and design meetings. The SSM shall support the government at conferences and meetings, in the capacity of a SSM by providing input to ensure project security from start to finish, but will not speak on behalf of the Government. The SSM must be dedicated to this project and shall not hold other positions.

1.6. Perform design reviews of the project plans throughout each phase of the design process. Design reviews shall be done from a security perspective to confirm designs and plans are inclusive of SCIF/SAPF accreditation requirements, both in their identification and within the details.

1.7. Conduct risk assessments as directed by the AO/CGPM or CGSSO/SSO.

1.8. Develop Building 3291 Operations Standard Operating Procedures and Emergency Action Plan to support accreditation and eventual building utilization as directed by CGPM or CGSSO.

1.9. Ensure the requirements contained within the ICD/ICS-705 (current version), DoDM, 5105.21 Volume 2 (current version), and DoDM 5205.07 Volume 3 (current version) are implemented and advise the AO/CGPM or CGSSO/SSO of compliance or variances.

1.10. Conduct periodic security inspections to ensure compliance with the CSP.

1.11. Document security violations or deviations specific to the CSP and notify the AO/CGSSO/SSO within 3 business days.

1.12. Ensure that procedures to control site access are implemented.

1.13. Maintain a list of workers used on the project and include this list in the final SCIF accreditation file.

1.14. Implement procedures to deny unauthorized site access.

1.15. Maintain CST and CAG site records for the duration of the project to be included into the final accreditation package.

1.16. Create, develop, and apply inspection methods to be conducted by SSM when inspecting construction materials, finished and unfinished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes, and associated items.

1.17. Shall use knowledge of DoD, the ICD/ICS, and additional administrative policies, regulations, instructions, and procedures in order to develop and apply new techniques to implement and execute innovative SCIF/SAPF construction security strategies to achieve the goals and objectives for the construction security and accreditation of this project.

1.18. Initiate the Fixed Facility Checklist (FFC) and TEMPEST Checklist, compile required documentation (floor plans, certifications, details, etc.) for submission to the AO/SSO.



1.20. Provide recommendations, advice, and input as well as preliminary document support (e.g. Concept Approval, risk assessment, pre-construction checklists, initial TEMPEST checklist) during planning and design.

1.21 Detailed descriptions of all construction activities including: Date, Time, Location, Person(s) completing work, Work being performed, Monitoring CST(s), and accompanying photos.

1.22. Detailed descriptions of all security incidents involving persons that occur on the Secure Construction Site including: Date, Time, Person(s) involved, Description of incident, Reporting CST(s), and accompanying photos (if applicable).

1.23. Detailed descriptions of all construction security deficiencies including: Date, Time, Location, Person(s) involved (if applicable), Description of deficiency, Reporting CST(s), and accompanying photos.

1.24. Detailed descriptions of all construction close-ins/seal-ins for the duration of the project including: Date, Time, Location, Type of close-in/seal-in, Person(s) completing work, Monitoring CST(s), and accompanying photos.

1.25. Complete access control log of all persons who access and exit the secure construction site including: Full name, Date/Time entered, Date/Time exited.

1.26. Complete list of all vehicles that access the Secure Construction Site including: Date, Time of entrance, Time of exit, Driver's name, Driver's license number, Vehicle license plate number, and Reason for entrance.

Job Requirements

2.1. Must have active/adjudicated Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

2.2. Must have at least ten (10) years of security experience specifically related to SCIF/SAPF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.

2.3. Must have at least five (5) years of direct experience working on ICD-705 construction projects or working as a Physical Security Special Security Officer (SSO). Direct experience for the SSM means working at the project location as a CST, SSC, or SSM.

2.4. Must be familiar with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.

2.5. Must hold a valid certificate for the successful completion of a Thirty-Two (32) Hour or greater Site Security Manager (SSM) Training Course.

2.6. Must hold a valid certificate for the successful completion of a Forty (40) Hour or greater CST (CST) Training Course.

2.7. Must have a good understanding of the ICD/ICS-705 as demonstrated by experience working on at least three (3) separate ICD-705 projects.

2.8. Should have a Bachelor's degree from an accredited university, preferably in a security or intelligence field.

2.9. Airport/Package X-Ray machine - The Contractor shall ensure that the SSM is capable of operating and supervising X-Ray inspection systems.

2.8. Non-Linear Junction Detector - The Contractor shall ensure that the SSM is capable of operating and supervising a new Non-Linear Junction Detector (NLJD). This device will be used in the in the building for the inspection of materials and finished construction work.

2.9. Hand Held Metal Detector Wands - The Contractor shall ensure that the SSM is capable of operating and supervising handheld metal detecting wands.

2.10. Badging - The Contractor shall ensure that the SSM is capable of operating and supervising use of badging systems to support issue to all personnel requiring site access.

2.11. The SSM, is responsible for developing and maintaining the ID card designs. This system shall include all necessary software, power supplies, electrical and network infrastructure to function as one system.

2.12. IRIS Scanner System - The Contractor shall ensure that the SSM is capable of operating and supervising use of biometric identification systems that will be used to enroll and verify the identity of all personnel requiring access to the construction site. The Contractor shall provide a weekly report of condition and operation to the CGSSO.
