About this team:
At Sinai Health, the Capital Planning & Strategy Department supports the planning and stewardship of the organization's physical environment across all sites. The team leads and supports capital planning, renewal planning, space planning, minor capital projects, infrastructure priorities, and project governance to ensure that facilities investments are aligned with organizational priorities, clinical needs, research and education requirements, and long-term growth strategies.

The team works closely with clinical programs, corporate services, research, education, capital redevelopment, facilities, finance, procurement, consultants, contractors, and other partners to advance projects and initiatives that support safe, effective, and high-quality care.

In this role you will:

• Provide leadership and supervision for site-based staff, including coaching, guidance, workload planning, and performance feedback
• Manage HR responsibilities, including recruitment, onboarding, performance reviews, professional development, and day-to-day people management
• Foster a culture of collaboration, accountability, responsiveness, and continuous improvement within the site team
• Act as Sinai Health's primary on-site P3 lead, overseeing day-to-day activities, while sustaining collaborative, results-driven relationships with Project Co and Service Providers
• Chair and facilitate the Facilities Management Committee (FMC) and participate in other governance meetings such as the Utilities Management Sub-Committee
• Review and validate monthly performance monitoring reports and payment requests from Project Co to ensure compliance with contractual service standards and payment mechanisms
• Conduct periodic audits, spot checks, and joint inspections to assess service delivery, building condition, and adherence to maintenance standards.
• Liaise with hospital departments and other internal to address maintenance, repairs, service disruptions and contract amendments
• Oversee the review and approval of Small Works requests and ensure appropriate governance and documentation are in place
• Support issue resolution, troubleshooting, and escalation management in collaboration with the FM Service Provider(s)
• Participate in contingency planning and risk management processes, while providing the Director with regular updates on facility performance, compliance risks, and strategic opportunities
• Contribute to business cases, feasibility assessments, and infrastructure strategies while supporting operational readiness and issue resolution related to approved facility changes and renewal work
• Coordinate with clinical and operational leaders to assess infrastructure needs and capital priorities, managing concurrent facility-related priorities, service provider activities and follow-up actions of varying complexity
• Support continuous improvement in contract management practices, documentation, and reporting frameworks
• Perform other duties consistent with the job classification as required

Job Requirements:
Mandatory

• Successful completion of a university or college degree in a field relevant to hospital planning (i.e. Facilities Management, Architecture, Planning, Engineering, Design or other) from an accredited educational institution
• 5 years of progressive management experience in facility operations, facilities management, contract management, design, project management, renovation and/or construction
• Applicants with proven equivalent, recent and related training and experience may be considered

Preferred

• Proven understanding of P3 infrastructure contracts and FM service delivery models
• Previous experience in a health care environment
• Facilities management, engineering, contract management, project management, or related professional designation is an asset
• Previous experience with building systems, infrastructure renewal, and construction, or healthcare facility operations is an asset.

Skills and Knowledge

• Strong knowledge of building systems, maintenance standards, and compliance frameworks (e.g., CSA, TSSA, Fire Code, OHSA)
• Familiarity with capital planning, infrastructure renewal, Small Works governance, procurement processes, and public-sector infrastructure requirements.
• Exceptional relationship management and negotiation skills with both internal and external stakeholders
• Strong analytical, problem-solving, and contract interpretation abilities
• Excellent written and verbal communication skills, facilitation and presentation skills
• Proficient in Microsoft Office Suite and facility management software tools
• Demonstrated experience reviewing, interpreting, administering, or supporting contracts, service agreements, performance standards, and related documentation
• Knowledge of healthcare facility operations, capital planning, infrastructure renewal, operational risk, and health care delivery systems is an asset
• Familiarity with P3 Project Agreements, facilities management contracts, Ontario Building Code, CSA Z8000, CSA Z317, infection control requirements, and applicable healthcare facility standards is an asset.
• Demonstrated satisfactory work performance and attendance history
