Full Job Description
HDR is hiring a Site Civil Engineer to support our Orlando and Tampa offices.

Primary Responsibilities:

  • Lead and support site due diligence efforts for prospective development sites, including feasibility evaluations, utility availability assessments, zoning reviews, regulatory compliance evaluations, and site constraints analysis for a variety of project types, including data center and other mission critical facility developments.
  • Prepare due diligence reports and technical memorandums that support site selection, project planning, and development strategy decisions.
  • Lead site civil engineering design efforts for buildings, facilities, and infrastructure projects across diverse market sectors, including:
  • Commercial and industrial developments
  • Water/wastewater systems
  • Municipal and federal projects
  • Power and data center facilities
  • Collaborate with internal and external clients, utility providers, permitting agencies, and multidisciplinary teams to evaluate site readiness and identify project risks early in the development process.
  • Serve as the Civil Engineer of Record when required.
  • Collaborate closely with multidisciplinary design teams throughout all project phases, from initial planning through construction documentation and administration.
  • Prepare detailed construction drawings, technical specifications, engineering calculations, and reports.
  • Manage permitting processes with federal, state, and local agencies.
  • Review shop drawings and provide support during the construction phase.


Preferred Qualifications:

  • Bachelor's degree in civil engineering or related discipline from an ABET-accredited university.
  • Professional Engineer (PE) license required.
  • 10+ years of experience in site civil engineering, land development, or related consulting services.
  • Experience leading site civil projects and coordinating with multidisciplinary teams through planning, design, and permitting phases.
  • Experience preparing site feasibility studies, due diligence reports, and development assessments is strongly preferred.
  • Familiarity with utility coordination, site selection studies, zoning reviews, and regulatory requirements associated with development projects.
  • Experience supporting data center, mission critical, industrial, or large-scale infrastructure projects is preferred.

  • Previous experience in general civil engineering
  • Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
  • Demonstrated leadership and communication skills
  • Proficient with Microsoft Office
  • Good verbal and written communication skills
