Overview

BLUEHAWK is seeking a Mid-Level Signature Reduction (SR) Planner to support a newly awarded long-term contract supporting the U.S. Army and Intelligence Community. This position is responsible for planning, managing, and enhancing Signature Reduction (SR), Operations Security (OPSEC), and Due Diligence capabilities that directly support strategic intelligence operations.

 

The ideal candidate will have extensive experience in strategic planning, policy development, staff coordination, and SR/OPSEC program management. This individual will work closely with senior government leadership to ensure compliance with DoD, Army, and INSCOM policies while supporting mission readiness and operational effectiveness.

Responsibilities
  • Assess current and future Signature Reduction (SR) requirements and develop recommendations through mission and requirements analysis.
  • Support the daily management, oversight, and sustainment of the Signature Reduction and OPSEC Program.
  • Conduct annual assessments of SR/OPSEC programs to ensure compliance with DoD, Army, and INSCOM policies.
  • Develop, maintain, staff, and track SR/OPSEC policies, procedures, Standard Operating Procedures (SOPs), and Tactical Techniques and Procedures (TTPs).
  • Manage the maintenance, issuance, inventory, recovery, and accountability of Signature Reduction program equipment and resources.
  • Develop and instruct Signature Reduction and OPSEC training programs based on operational requirements.
  • Oversee the Army's Due Diligence capability, ensuring continuous quality control, implementation, and sustainment.
  • Create implementation roadmaps supporting automation initiatives and pilot programs.
  • Maintain SharePoint sites, libraries, workflows, lists, and pages supporting Due Diligence operations.
  • Manage classified SharePoint user permissions and access controls supporting operational requirements.
  • Assist the Government in developing new Due Diligence capabilities and supporting policy development in accordance with DoD directives and Army regulations.
  • Coordinate and disseminate SR and Due Diligence policy updates to stakeholders across the enterprise.
  • Prepare strategic reports, annual program reviews, implementation plans, and operational annexes supporting senior leadership.
Qualifications

Education

  • Bachelor's Degree from an accredited institution.

Required Clearance

  • Active TS/SCI Clearance.
  • Must be willing to successfully complete and maintain a Counterintelligence-Scope Polygraph.

Military/Government Education

One or more of the following:

  • Intermediate Level Education (ILE)
  • Senior Non-Commissioned Officer Academy (NCOA)
  • School of Advanced Military Studies (SAMS)
  • U.S. Government or Intelligence Community equivalent professional military education

Experience Requirements

  • 10+ years of experience planning Signature Reduction, intelligence, or sensitive activities, with relevant experience within the past 8 years.
  • 5+ years of experience developing or implementing Department of Defense policy.
  • 5+ years supporting a Military Intelligence or Intelligence Community organization as a staff or action officer, including:
    • Coordinating staffing actions
    • Organizing executive-level meetings and briefings
    • Managing personnel actions
    • Disseminating information across an intelligence organization

Desired Skills

  • Advanced Microsoft 365 proficiency.
  • Working knowledge of Intelligence Community Directives (ICDs) 203, 206, 300, 501, 704, and 707.
  • Experience supporting Signature Reduction (SR), OPSEC, Due Diligence, or Sensitive Activities programs.
  • Strong understanding of DoD and Army policy development and implementation.
  • Experience administering SharePoint environments, permissions, workflows, and document repositories.
  • Excellent organizational, communication, and briefing skills.
  • Ability to manage multiple priorities in a fast-paced operational environment while supporting senior government leadership.
