Summary

Serve as the leading technical expert for Maintenance and Repair for the Ready Reserve Force Fleet of ships. Ensure readiness is overall fleet readiness within the assigned period. Establish fleet wide guidance for shipboard readiness and the lead technical authority on all requirements, standards, and specifications.

As Ship Maintenance and Repair Officer, you will:

• Provides program direction and analysis to assure the compliance of subsidized or federally insured ship operators to national programs, policies, regulations which govern the repair, maintenance, survey, and inspection of ships under Title XI programs.
• Maintains responsiveness in recommending approval or disapproval of applications for Title XI aid with respect to operational capability and operating costs.
• Participates in, or represents the Director, Office of Ship Operations, and the Maritime Administration in conferences and negotiations with management and labor officials of the maritime industry, other government agencies and within the MARAD staff, such as the shipping coordinating meetings, mobilization, and National Shipping Authority planning, NATO military and civilian exercises, and MARAD policy or Action Group meetings.
• Develops and maintains an interface between the National Shipping Authority and industry, labor, and government for the Executive Director.
• Prepares and delivers briefings and speeches to various interested government and citizen groups as to detail and scope of the Administration's programs under the Office of Ship Operations.

IDEAL CANDIDATE STATEMENT: Proven engineering leader with at least 10 years' experience managing all maintenance and repair aspects of a fleet of ships.

• SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
• BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
• PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
• TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
• DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

• Experience managing and directing comprehensive, large-scale ship maintenance, repair, and activation programs for a fleet of national defense or commercial vessels.
• Experience formulating multi-million-dollar maritime budgets and administering complex ship management contracts and federal agreements.
• Experience collaborating with high-level inter-agency partners and developing uniform engineering standards and policies across a maritime enterprise.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Technical Competence: Acts as engineering authority on maintenance and repair functions including issuance of regulations, instructions and standards governing the conduct of condition surveys, inspections, dry-docking, maintenance, and repair of all ships in which MARAD has an interest
2. Organizational Awareness: Ensures that standard procedures to preserve and maintain the hull, machinery, and equipment of RRF vessels during lay-up are generated, reviewed, and updated as necessary to include modifications to vessels and to reflect improved preservation methods.
3. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance.
