Introduction

The Department of Health Services (DHS) , Wisconsin Resource Center (WRC) is recruiting to fill a Correctional Captain vacancy. This position will act as the Shift Captain/Commander and will be assigned to work 2 nd (1:30pm to 10:00pm) or 3 rd (9:30pm to 6:00am) shift. This position will be required to work overtime and holidays as needed.

WRC is a maximum-security treatment center which provides specialized mental health services for individuals referred from the Department of Corrections and Wisconsin Court System.

Position Summary

As the Shift Captain/Commander, you are responsible for the oversight and operation of the facility, including supervision, administration and coordination of security functions at WRC. Duties include:

• Overseeing the management and accountability of all residents assigned to the facility, including authorizing counts, admissions and discharges as required.
• Responding to and overseeing crisis situations including trouble calls, use of force, restraints or other required responses, conforming to WRC policy and applicable state and federal law.
• Addressing all security issues which arise on shift in collaboration with the administration, department heads, colleagues and leading subordinate staff.
• Contributing to the development of operating procedures and protocols for internal and perimeter security of the facility.
• Supervision of all staff on duty and performing direct supervision functions of assigned staff.
• Perform scheduling and record keeping duties as well as assigned investigations as required.
• Conduct rounds of the facility throughout the shift.

Salary Information

The starting pay is between $51.63 to $55.31 per hour (approximately between $107,390 and $115,044 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Supervising Officer - DHS and is in pay schedule and range 81/34.

Job Details

All appointees will be required to receive a TB test, which will be administered by WRC or medical personnel approved by the facility within 30 days of the start date.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Applicants will not be eligible if they were convicted of a Barred Crime (as defined by Wisconsin Statutes, s. 48.685 and s. 50.065,), or if they were convicted of a crime that is not listed as a Barred Crime, but is substantially related to the position.

This position has physical requirements which may include but are not limited to lifting a minimum of 50 pounds, repetitive motions of bending, twisting, reaching, squatting, climbing stairs, etc. Applicants will be required to pass a physical evaluation to assess these requirements.

This position requires the ability to drive a State vehicle. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:

• Must have a valid driver's license;
• Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver's license;
• Must be 18 years of age.

Additionally, your driving record MUST NOT reflect any of the following conditions:

• Three or more moving violations and/or at-fault accidents in the past two years;
• Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
• Suspension or revocation of driver's license.

Qualifications

Minimally qualified applicants will have all the following:

• Successful completion of the Academic Training Academy provided by the Department of Corrections Correctional Training Center, DHS Training Center, or other similar training.
• Experience working in a supervisory or management role (e.g., hiring, training, coaching, conducting performance evaluations, discipline, scheduling, etc.).
• Experience conducting investigations related to staff discipline, misconduct, or workplace incidents.
• Experience responding to emergencies in a correctional, institutional, or secure residential treatment facility setting, or experience as a first responder.
• Legal ability to possess and physical ability to properly utilize firearms.

Well-qualified applicants will also have one or more of the following:

• Experience developing policies, procedures, handbooks, or other instructional documents.
• Experience or training working with individuals with severe and persistent mental health issues such as substance abuse or behavioral issues.
• Experience supervising subordinate staff in a correctional, institutional, or secure residential treatment facility setting.
