Position Description & Qualifications

Serco is seeking a full-timeSenior Information Management / Knowledge Management (IM/KM) Specialistto support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE), in Suffolk, Virginia. In this senior role, you will lead enterprise information management, knowledge management, business intelligence, and digital collaboration initiatives across the Joint Training Enterprise (JTE). You will develop enterprise knowledge solutions, executive dashboards, operational common operational pictures (COPs), and data visualizations that transform operational, training, readiness, workforce, and exercise data into actionable decision-support products for senior military and civilian leaders. Leveraging Microsoft 365 technologies including SharePoint Online, Teams, Power BI, Power Apps, and Power Automate and Government-provided Artificial Intelligence (AI) capabilities, you will enhance collaboration, automate workflows, improve knowledge sharing, and support data-driven decision-making while ensuring compliance with Department of Defense (DoD) cybersecurity, records management, and information governance requirements.

This position is contingent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret/SCI clearance.

In this role, you will:
  • Lead the development and implementation of enterpriseInformation Management (IM)andKnowledge Management (KM)strategies, governance, records management, metadata, and collaboration solutions usingMicrosoft 365,SharePoint Online, and integrated enterprise applications.
  • Design, develop, and administerSharePoint Online,Microsoft Teams,Lists, and other Microsoft 365 collaboration environments, ensuring compliance withDoD Security Requirements Guide (SRG),Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs),Section 508, and information governance requirements.
  • Develop and maintain executivedashboards,Common Operational Pictures (COPs),Key Performance Indicator (KPI)scorecards, workforce analytics, and interactive data visualizations usingMicrosoft Power BI,Microsoft Excel, and other approved business intelligence tools.
  • Integrate and analyze data from multiple Government information systems to deliver enterprise reporting, predictive analytics, performance metrics, and executive decision-support products.
  • Design and implementMicrosoft Power AppsandPower Automatesolutions to automate workflows, streamline reporting, improve collaboration, and increase organizational efficiency.
  • Leverage approvedArtificial Intelligence (AI)and machine learning capabilities, where authorized, to enhance knowledge discovery, document management, data analysis, and workflow automation while maintaining data governance compliance.
  • Capture, organize, and disseminate organizational knowledge, lessons learned, and best practices to improve information sharing and operational effectiveness.
  • Develop and deliver executive briefings and training onMicrosoft 365,SharePoint Online,Power Platform, business intelligence, and knowledge management best practices.
  • Collaborate with Government stakeholders to advance digital modernization initiatives and ensure compliance with DoD cybersecurity, records management, accessibility, and information governance policies.


To be successful in this role, you will have:
  • An active U.S. Department of Defense (DoD)Secretsecurity clearance with the ability to obtain a Top Secret/SCI clearance.
  • U.S. Citizenship.
  • A Bachelor's degree or higher from an accredited institution in Information Technology, Computer Science, Information Systems, Data Analytics, Business Intelligence, Business Analytics, Graphic Design, Statistics, or related discipline.
  • 8 years of experience designing, developing, and administering Microsoft 365 collaboration and business intelligence solutions, including SharePoint Online, Microsoft Teams, Power BI, Microsoft Excel, Power Apps, and Power Automate to support enterprise collaboration, executive dashboards, data visualization, workflow automation, and reporting.
  • Demonstrated experience implementing enterprise Information Management (IM) and Knowledge Management (KM) strategies, integrating data from multiple Government or enterprise information systems, and developing information governance, records management, and decision-support solutions.
  • Minimum 3 years administering Microsoft SharePoint Online and Microsoft 365 collaboration environments.
  • Demonstrated experience designing executive dashboards, Key Performance Indicator (KPI) dashboards, operational Common Operational Pictures (COPs), and business intelligence visualizations using Microsoft Power BI and Microsoft 365 technologies.
  • Experience administering Microsoft Teams and training users on Microsoft 365 collaboration, business intelligence, and knowledge management tools.
  • Strong analytical, presentation, data visualization, and executive briefing skills, with the ability to communicate complex technical information to senior military and civilian leaders.
  • To be willing and able to travel (up to 10% of the time).
  • Must possess or be able to obtain a valid U.S. Passport.
  • The ability to work on-site in Suffolk, Virginia.

Additional desired experience and skills:
  • Active TS / SCI Security clearance.
  • Experience developing executive dashboards, operational Common Operational Pictures (COPs), business intelligence, data visualization, workforce analytics, and decision-support products using Microsoft Power BI and Microsoft 365 technologies.
  • Relevant Microsoft certifications (Power BI, Microsoft 365, Power Platform, SharePoint, or Azure) and professional certifications such as Project Management Professional (PMP), Certified Knowledge Manager (CKM), or ITIL Foundation are highly desirable.
  • Experience integrating Artificial Intelligence (AI) capabilities into business intelligence and analytics.
  • Knowledge of Department of Defense (DoD) data governance and records management policies.
