If you love high profile and challenging projects supporting the US Navy - Serco has a fantastic opportunity for you! Portfolio Acquisition Executive (PAE) Maritime is changing the face of Navy training across the fleet. The Surface Training Systems (STS) Program Office PMS 339 is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. The Military Analyst provides project management, technical integration, administrative, and acquisition lifecycle support to PAE Maritime, Surface Training Systems (PMS 339). The analyst supports facilities planning and installation activities for Navy training systems; assists Task Managers and the DFENS PAPM; and contributes to the coordination, tracking, and reporting required to support modernization, new-construction, and sustainment efforts. The analyst works with program office personnel, Task Managers, engineering and design teams, construction contractors, and other stakeholders to help ensure training sites are appropriately planned and prepared to support the installation, activation, and sustainment of Navy training systems. The position is intended to provide a broad development path across facilities, program management, executive operations, task management, and data-driven project reporting.

In this role, you will:
  • Provide direct analytical, administrative, and coordination support to the DFENS PAPM and other designated PMS 339 leadership.
  • Assist with facilities-related planning, project execution, and sustainment activities supporting Navy training systems, including modernization and new-construction programs.
  • Support the development, review, and coordination of facility requirements, Statements of Work (SOWs), technical proposals, planning cost estimates, programming data, installation documentation, and other acquisition or project-management artifacts.
  • Coordinate with PMS 339 Task Managers, training-system stakeholders, engineering teams, construction contractors, and external organizations to support requirements development, project execution, and issue resolution.
  • Assist with Planning, Programming, Budgeting, and Execution (PPBE) activities by organizing requirements inputs, planning data, cost estimates, budget forecasts, and supporting documentation.
  • Develop, maintain, and improve project status briefs, trackers, dashboards, and other project-management tools used to monitor and report cost, schedule, performance, risk, milestones, actions, and decision items.
  • Support the development and maintenance of AI-enabled dashboards, automation tools, and data-management processes that improve project visibility, reporting accuracy, and organizational awareness.
  • Prepare and deliver briefing materials, meeting read-aheads, executive summaries, and recommendations for PAPM, Task Manager, and leadership review.
  • Provide meeting and working-group support by preparing agendas, coordinating attendees, documenting discussion points and actions, maintaining action trackers, and monitoring follow-up requirements.
  • Facilitate communication among leadership, Task Managers, support personnel, and project stakeholders to improve coordination and ensure timely dissemination of relevant information.
  • Assist with financial planning and budget-forecast development for training-system acquisition, facilities, installation, and sustainment activities.
  • Support project life-cycle activities, including planning, execution, monitoring, closeout, and transition to sustainment, in accordance with applicable Department of Defense acquisition guidance and Navy requirements.
  • Perform other programmatic, facilities, executive-operations, and task-management support duties as assigned.


To be successful in this role, you will have:
  • An active DoW Secret clearance.
    • A U.S. Citizenship.
  • A Bachelor's degree in business, management, engineering, information systems, technical discipline, or a related field, plus 5 years of directly relevant experience supporting military organizations, government program offices, facilities projects, acquisition programs, or executive operations.
    • or 3 additional years of applicable experience may be considered in lieu of a degree.
  • Experience supporting project planning, coordination, status reporting, action tracking, scheduling, or administrative operations in a military, government, contractor, or technical-program environment.
  • To demonstrate ability to organize and communicate complex information through briefings, status reports, trackers, meeting minutes, and written correspondence.
  • The ability to work independently with limited supervision; manage competing priorities; and coordinate effectively with multiple stakeholders.
  • To be proficient with Microsoft Office applications, including Outlook, PowerPoint, Excel, Word, and Teams.
  • The ability to travel 10%.


Preferred Qualifications:
  • Experience supporting Navy training systems, Navy facilities, Navy acquisition programs, or Navy program offices.
  • Familiarity with facilities installation planning, construction coordination, Training System Installation Plans, or shore-site infrastructure activities.
  • Familiarity with Planning, Programming, Budgeting, and Execution; acquisition lifecycle processes; requirements development; budget planning; or sustainment planning.
  • Experience supporting executive-level meetings, leadership engagements, action-item management, records management, knowledge management, or process-improvement activities.
  • Experience developing project dashboards, data visualizations, performance metrics, automated reports, or AI-enabled workflow tools.
  • Project Management Professional, Certified Associate in Project Management, Lean Six Sigma, or comparable project-management/process-improvement certification.
  • Navy operational, training, staff, instructor, engineering, navigation, or afloat-training experience.
  • Experience with bridge trainers, virtualized training environments, or Navy surface training systems.
  • Demonstrated ability to facilitate working groups, coordinate cross-functional teams, and prepare senior-level briefing materials.
