Position Description & QualificationsSerco is seeking an
Authorities Analyst Trainer to join our Collective Joint Training (CJT) team in support of the Joint Staff J7 Deputy Directorate Joint Training and Exercises (JS J7 DD JTE) in Suffolk, VA. This position supports the Deployable Training & Lessons Division (DTLD) for observation, training, and feedback to Joint Force Commanders and their staffs during joint and multi-national training, exercises, and staff assist visits (SAVs). The focus will involve the sharing of operational authorities best practices to advance the effectiveness and readiness of the Joint Force to plan for and respond to crisis and conflict.
An active U.S. Department of War (DoW) Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access is requiredIn this role, you will:
- Act as a subject matter expert and trainer in Authorities while serving on Deployable Training Teams (DTTs), observing and training Combatant Command and Joint Task Force leadership and staffs during joint and multinational exercises.
- Ascertain key command authorities challenges at the operational and strategic levels of war and conduct cross-functional analysis of information gathered from joint exercises and training events for the development of lessons learned, insights, and best practices.
- Conduct in-depth research into strategic documents, historical exercises, and real-world operations.
- Analyze staff processes and planning to align phased operational planning with strategic guidance.
- Mentor, trains, and support new Observer Trainers and provide continuity within the DTLD.
- Produce detailed after-action reports and joint lessons learned inputs (e.g., FAAR, ESR, CFR, IAAR).
- Contribute to doctrine development and facilitate senior-level seminars including PINNACLE, CAPSTONE, and KEYSTONE.
To be successful in this role, you will have:
- An active U.S. Department of War (DoW) Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access is required.U.S. Citizenship.
- U.S. Passport.
- Juris Doctorate or one of the following:
- A Bachelor's degree or higher with 10 years of joint operational experience, or specialized training and certifications directly related to the requirement
- OR a Masters degree with a minimum of 8 years of experience.
- Familiarity with the commander's decision cycle and joint staff functions.
- To be willing and able to travel internationally, including to hazardous duty locations (up to 25%).
- Ability to write concisely at an executive level.
- Ability to work on-site in Suffolk, Virginia.
- Joint or service-level planning experience and ability to present complex information to senior leaders.
- The expertise in operational planning, trend analysis, and exercise coordination.
- A strong written and oral communication skills for producing official training documents and reports.
Additional desired experience and skills:
- Prior military experience as an operational law attorney or interagency equivalent strongly preferred.
- L.L.M in either national security, operational or international law.
- Experience as staff judge advocate/deputy staff judge advocate.
- Experience on Combatant Command, Component Command, Joint Task Force, Division, Fleet, or Wing staff.
- Knowledge of the Joint Planning Process and advanced warfighting concepts.
- Joint Forces Staff College (JPMEII), Senior Service school graduate, Joint Advanced Warfighting School (JAWS), School of Advanced Warfighting (SAW), or Marine Corps War College (MCWAR) graduate.
- Experience leading seminars or briefings for flag-level officers.
- Skilled in producing operational orders, after-action reports, and lessons learned materials.
