Position Description & Qualifications

Serco is seeking a Web Designer to support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE). This mission-critical role prepares and maintains information environments in the form of social media and a replicated internet for Joint and combined training events, enabling exercise planners, participants, and senior leaders to access timely, relevant, and well-organized training information. The Web Designer will work directly with Joint Staff planners, Combatant Commands, military customers, the Joint Exercise Support Team, and technical development partners to translate operational and training requirements into effective web-based information-environment capabilities.

The successful candidate will apply web-development, information architecture, accessibility, user-experience, and content-management principles to design and support collaborative environments throughout the Joint Exercise Life Cycle (JELC). Responsibilities include supporting event planning, scenario development, content management, user training, quality control, and assessment of the information environment as a training enabler.

An active U.S. Department of Defense (DoD) Secret security clearance with eligibility for Top Secret/Sensitive Compartmented Information (SCI) access is required.

In this role, you will:
  • Prepare and maintain web-based information environments supporting Joint Staff J-7-sponsored Joint and combined training events.
  • Serve as the Information Environment Designer during exercise planning, execution, and post-event activities.
  • Coordinate with supported military customers, Joint Staff planners, and the Joint Exercise Support Team to identify operational, exercise, and training requirements.
  • Translate user needs, verbal descriptions of required functionality, and design requirements into web-design mock-ups, technical requirements, system change requests, and system capability requests.
  • Interface with development teams, including development partners, to communicate requirements and support implementation of system enhancements.
  • Design information environments that integrate training objectives, exercise deliverables, scenario content, and operational requirements.
  • Apply web-development principles, information architecture, accessibility standards, and web-design strategies to create intuitive and effective user experiences.
  • Develop and maintain business rules governing information-environment management, content entry, workflow, and user responsibilities.
  • Provide user orientation, training, briefings, and desk-side support for exercise planners and participants on information-environment capabilities, mechanics, content entry, and content-management processes.
  • Develop user guides, quick-reference materials, and instructional resources supporting information-environment use and content management.
  • Coordinate with functional planners to ensure the information environment presents relevant and exploitable training opportunities.
  • Provide oversight, quality-control reviews, and content-management support for information entered by exercise participants and planners.
  • Enter or facilitate the entry of exercise content, as required, to ensure information is accurate, current, complete, and aligned with scenario requirements.
  • Participate in Master Scenario Events List synchronization conferences, exercise planning conferences, coordination meetings, and other event-development activities.
  • Provide on-site support during exercises to assist with scenario development, content updates, and modifications resulting from changes to the exercise scenario.
  • Track system and user-engagement metrics to support assessment of the information environment's effectiveness as a training enabler.
  • Monitor web metrics, identify trends, and coordinate with functional and technical resources to improve information-environment performance and usability.
  • Support the use of web technologies, workflow engines, social-media platforms, and other approved digital capabilities to enhance exercise realism and training outcomes.
  • Maintain compliance with Government cybersecurity, information-management, configuration-management, and data-governance requirements.
  • Travel within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 25 percent, in support of Government requirements.
  • Perform other duties as assigned in support of Joint Staff J-7 mission requirements.


To be successful in this role, you will have:
  • U.S. citizenship.
  • An active U.S. Department of Defense Secret security clearance with eligibility for Top Secret/Sensitive Compartmented Information access.
  • A bachelor's degree or higher
  • At least five years of relevant experience; or an associate degree and at least seven years of relevant experience.
  • Ability to obtain and maintain a valid U.S. passport.
  • Demonstrated ability to transform verbal descriptions of functionality and design requirements into design mock-ups and technical requirements.
  • Strong knowledge of web-development principles, including information architecture, accessibility, web-design strategies, and user-focused design.
  • Proficiency with web-design and graphics software, such as Adobe Dreamweaver and Adobe Photoshop.
  • In-depth knowledge of social-media platforms, including Facebook, X, YouTube, and similar platforms, as well as how those platforms may be employed in varied exercise and training scenarios.
  • Proven ability to work effectively as part of a cross-functional team, including in environments where the candidate does not have formal authority over other participants.
  • Strong written and verbal communication skills, with the ability to provide clear briefings, user training, and technical guidance to Government and military personnel.
  • Ability to work effectively in a fast-paced operational environment while managing multiple competing priorities.
  • Ability and willingness to travel at least 25 percent, including CONUS and OCONUS travel.


Preferred Qualifications:
  • Experience designing, developing, administering, and maintaining websites or web-based information environments.
  • Ability to track and analyze web metrics, identify usage trends, and recommend improvements in coordination with functional and technical stakeholders.
  • Strong working knowledge of web technologies and best practices, including workflow engines.
  • Ability to write, edit, and publish HTML content.
  • Experience supporting Joint Staff J-7 training events.
  • Experience supporting Joint training, military exercises, operational planning, Combatant Commands, or Department of Defense headquarters organizations.
  • Familiarity with the Joint Exercise Life Cycle, Master Scenario Events List processes, and exercise scenario-development activities.
