Full Job Description
We are seeking a Senior Workforce Program Evaluation Consultant to evaluate federally funded workforce programs and help public agencies measure program effectiveness, participant outcomes, service delivery, and return on investment.

The consultant will design and execute process, outcome, and impact evaluations for departments of labor, workforce boards, regional organizations, and grant-funded workforce initiatives. The ideal candidate has direct experience with federal grants, logic models, performance measurement, WIOA programs, and workforce-development evaluation.

Key Responsibilities
  • Design evaluation frameworks for workforce-development programs and federally funded initiatives.
  • Develop logic models, theories of change, research questions, performance measures, and evaluation plans.
  • Conduct process, outcome, implementation, and impact evaluations.
  • Assess program enrollment, service delivery, completion, credential attainment, employment, earnings, retention, and employer outcomes.
  • Analyze administrative, participant, employer, and labor-market data.
  • Develop surveys, interview protocols, focus-group guides, and other data-collection instruments.
  • Conduct stakeholder interviews with program administrators, workforce boards, training providers, employers, participants, and community partners.
  • Evaluate program compliance and performance under WIOA and other federal grant requirements.
  • Identify gaps in service delivery, data collection, participant tracking, and performance reporting.
  • Develop actionable recommendations for program improvement, sustainability, and scaling.
  • Prepare technical reports, executive summaries, dashboards, presentations, and grant-related deliverables.
  • Support proposal development by preparing evaluation methodologies, work plans, staffing approaches, and past-performance narratives.

Requirements
  • Seven or more years of experience in program evaluation, workforce development, public policy research, or applied social-science research.
  • Direct experience evaluating workforce-development, employment, training, education, or economic-mobility programs.
  • Experience with federally funded programs or grants.
  • Demonstrated ability to create logic models, theories of change, evaluation frameworks, and performance measures.
  • Knowledge of WIOA programs and workforce-development performance requirements.
  • Experience analyzing quantitative and qualitative data.
  • Strong research-design, report-writing, stakeholder-engagement, and presentation skills.
  • Ability to communicate technical findings to nontechnical government and community audiences.
