Full Job Description
Position Summary

The NRP Group is seeking a nationally recognized executive to lead the development of strategic partnerships with Public Housing Authorities (PHAs) and other public-sector stakeholders. This newly created role will establish a proactive national strategy for housing authority relationships, identify new opportunities, and position NRP as a trusted partner in public housing transformation and affordable housing development.

This is a highly relationship-driven, externally focused role-not a traditional development position. The successful candidate will bring significant industry credibility, an extensive national network, and the ability to open doors with housing authority executives, boards, elected officials, and other key decision makers. This executive will identify and cultivate opportunities while partnering with NRP's internal development teams to evaluate and execute them.

Key Responsibilities
  • Build and maintain senior-level relationships with Public Housing Authority CEOs, Executive Directors, board members, elected officials, and other public-sector leaders.
  • Develop a national strategy for housing authority partnerships and identify priority markets and opportunities.
  • Originate opportunities involving RAD, Section 18, Choice Neighborhoods, LIHTC, mixed-finance, public-private partnerships, and other affordable housing initiatives.
  • Identify partnerships or agreements that may provide strategic benefits to NRP developments, including potential tax exemptions and other public-sector advantages.
  • Leverage an established network to identify opportunities before they are broadly marketed.
  • Serve as a trusted advisor and representative of NRP within the public housing and affordable housing communities.
  • Work closely with NRP's local development teams and senior leadership to evaluate and advance opportunities.
  • Represent NRP at national conferences, housing authority events, and industry forums.
  • Help expand NRP's relationships into new markets beyond its existing geographic footprint.


Ideal Candidate
  • The ideal candidate is a seasoned public housing or community development executive with a strong track record of leadership, relationship-building, and an established national network.
  • The candidate may be a current or former:
    • Public Housing Authority CEO or Executive Director
    • Senior housing authority executive
    • Senior leader within a public or community development organization
    • Consultant or advisor to housing authorities or public-sector organizations
  • The successful candidate will have:
    • Deep knowledge of the public housing and affordable housing ecosystem.
    • Strong relationships with housing authority executives, boards, elected officials, and other influential stakeholders.
    • Familiarity with RAD, Section 18, Choice Neighborhoods, LIHTC, and mixed-finance initiatives.
    • Exceptional executive presence, credibility, and relationship-building skills.
    • The ability to quickly establish trust and create access at the highest levels.
    • A strategic, entrepreneurial mindset focused on creating opportunities rather than simply executing transactions.
    • Willingness to travel extensively on a national basis.


Location

This is a national position and does not require the candidate to be based in an existing NRP market. Candidates may be based in any major metropolitan area with strong national relationships.

Success in the Role

Success will be measured by the executive's ability to build a national network of housing authority relationships, create a sustainable pipeline of strategic opportunities, expand NRP's presence in new markets, and establish partnerships that enable NRP's internal teams to successfully execute transformative affordable housing developments.
