Description
The Environment (ENV) Global Department manages three large,complex multi-donor trust funds (MDTFs) that support the World Bank's globalenvironment and sustainability agenda: ProGreen - Global Partnership forSustainable and Resilient Landscapes; ProBlue - Global Program for the BlueEconomy; and the Global Program on Sustainability (GPS). These MDTFs providefinancing, analytics, knowledge, and operational support across regions andGlobal Practices and require strong governance, donor coordination, andoperational oversight.
ENV Global Department has established a TF management to manage the operationsof the three MDTFs. Its overall strategic leadership is provided by theUmbrella Program Manager (UPM). The Senior Trust Fund Officer (STFO) serves asDeputy Umbrella Program Manager and reports to the ENV Global Manager in chargeof the Trust Fund Management Team.
Position Objective: The Senior Trust Fund Officer / Deputy Umbrella ProgramManager provides senior operational leadership and management oversight forENV-managed MDTFs, ensuring efficient, compliant, and results-oriented use ofdonor resources, strong portfolio quality, and sustained donor confidence.
Key Duties and Accountabilities: Below is the list of key duties to be performed by theposition. These duties may be reviewed and adjusted based on evolving businessneeds, strategic priorities, and operational requirements of the ENV GlobalUnit, consistent with the scope and level of the position.
Operational Leadership and Delivery: Lead day-to-dayoperational management of complex, multi-donor trust fund portfolios; translatestrategic priorities into executable work programs; monitor portfolioperformance and resolve operational and fiduciary bottlenecks; identify andimplement measures to improve trust fund operational efficiency; and ensurequality, consistency, and compliance across trust fund operations.
Team Leadership: Working closelywith the UPM, provide the leadership and coordinate the Trust Fund Management Team; set expectations; providementoring and guidance; and ensure effective coordination across functionalareas.
Strategic and Stakeholder Engagement: Support the UPM in operationalizingstrategic direction; prepare and contribute to donor consultations andgovernance meetings; and coordinate with ENV management, regional teams, andcorporate units.
Governance,Fiduciary, and Institutional Oversight: Manage donor contribution processes including Administrative Agreements;provide authoritative guidance on trust fund policies; oversee donor reporting,results frameworks, M&E, and financial management; and maintain operationalguidance tools.
Selection Criteria
COS Competencies. The candidate should meet relevant criteria of COS Competencies (see cos_pfm_criteria.pdf).
Education: Master's degree in a relevant field such as finance, economics, international development, environmental studies, or public policy.
Experience:
• Minimum of 8 years of relevant professional experience, including senior-level responsibility in World Bank operations, trust fund management, or environment and climate finance.
• Demonstrated experience managing large, complex multi-donor trust funds.
• Proven ability to combine strategic engagement with hands-on operational leadership.
• Experience working with donor governments, client countries, and diverse internal and external partners.
Technical and Institutional Knowledge:
• Strong knowledge of World Bank operational and trust fund policies and procedures.
• Trust Fund accreditation required; IPF accreditation strongly preferred.
Leadership and Interpersonal Skills:
• Sound judgment and ability to influence across organizational boundaries.
• Demonstrated effectiveness in a multicultural, matrix environment.
• Strong written and verbal communication skills.
