Senior Training and Development Specialist
Location: Remote, with some travel (estimated max 20%)

Job Description:
The Senior Training and Development Specialist provides advanced technical knowledge and analysis of specialized GIS, HQIIS, Army real-property applications, and the associated operational environment. The position performs senior-level geospatial-systems analysis, develops technical and instructional documentation, delivers virtual and onsite training, and provides implementation advice addressing complex GIS and real-property problems.
The Senior Training and Development Specialist supports the development, updating, conversion, and delivery of the Army's GIS-RP training program. The position helps installation real-property and IGI&S personnel understand processes, workflows, analytical tools, policies, information-system relationships, reconciliation requirements, audit-related activities, ArcGIS Pro mapping workflows, AIGP capabilities, and local implementation practices.
Primary Duties:
- Update existing GIS-RP Training Modules 101 through 104 as new guidance or policy is released.
- Develop and maintain associated instructor, participant, reference, and presentation materials.
- Convert Modules 101 through 104 into a self-paced instructional format.
- Develop advanced GIS-RP training modules addressing complex research and actions needed to identify discrepancies among GFEBS/PRIDE, HQIIS, and IGI&S data.
- Develop a self-paced GIS-RP fundamentals course for new real-property and GIS specialists.
- Develop short, searchable GIS-RP Tips and Tricks videos, each approximately two to five minutes, with associated digital tags.
- Deliver regularly scheduled virtual GIS-RP training.
- Virtually support the DCS G-4 Real Property Workshop.
- Plan and conduct tailored onsite training for Army installations.
- Analyze installation challenges, workflows, reconciliation activities, emerging real-property technologies, and priority Army directives to tailor training to local needs.
- Support the establishment of ArcGIS Pro desktop mapping templates that installation real-property and IGI&S personnel can jointly use and modify.
- Assist installation personnel in developing internal training plans and local Real Property/GIS Management SOPs.
- Support OCONUS installation training through virtual review meetings addressing findings from quarterly analyses.
- Provide technical documentation, implementation guidance, and senior-level subject-matter advice concerning GIS, HQIIS, real property, and associated operational processes.
- Coordinate with management analysts, GIS specialists, software quality personnel, business-intelligence analysts, and project leadership to verify the technical accuracy and consistency of instructional products.
- Deliver draft virtual and onsite training materials no later than 15 business days before scheduled training and final materials no later than five days before scheduled training.
- Prepare training documentation and presentation products in Microsoft Word and PowerPoint formats.
- Support meeting notes, monthly status reporting, annual reporting, and other required documentation related to training activities.
Mandatory Minimum Requirements:
- Education: A Bachelor of Science degree in a relevant field of study.
- Advanced technical knowledge of specialized GIS applications.
- Advanced technical knowledge of HQIIS.
- Advanced technical knowledge of Army real-property applications and operational environments.
- Experience performing high-level geospatial-systems analysis.
- Experience developing technical and instructional documentation.
- Experience delivering training involving complex technical or operational subject matter.
- Experience providing implementation advice concerning complex GIS problems.
- Senior-level subject-matter expertise sufficient to support effective implementation.
- Experience and knowledge across key tasks and high-impact assignments.
- Demonstrated understanding of DoD and Army real-property and IGI&S policy and guidance.
- Demonstrated understanding of the most recently published DCS G-4 IGI&S QAPs.
- Demonstrated understanding of the most recent SDSFIE Army Adaptation.
- Demonstrated understanding of Esri ArcGIS application software.
- Ability to analyze technical requirements and convert them into accurate, audience-appropriate instructional content.
- Ability to develop virtual, onsite, self-paced, and short-form instructional products.
- Ability to train both new and experienced real-property and GIS specialists.
- Ability to tailor instruction to installation conditions, workflows, data discrepancies, and policy changes.
- Ability to develop clear written procedures, presentation materials, technical guidance, and supporting documentation.
- Ability to provide senior-level technical instruction, facilitation, and implementation advice.
- Ability to produce factually accurate deliverables free of grammatical and spelling errors.
- Ability to perform as an experienced professional acceptable to the U.S. Army
Desired Qualifications:
- Direct experience delivering Army GIS-RP training.
- Hands-on knowledge of HQIIS, GFEBS, PRIDE, AIGP, ArcGIS Pro, ArcGIS Enterprise, or related Army geospatial environments.
- Experience developing and delivering virtual, onsite, instructor-led, self-paced, and microlearning products.
- Experience updating instructional materials following policy, system, or workflow changes.
- Experience developing courses for both entry-level and experienced practitioners.
- Experience creating geospatial exercises, demonstrations, mapping templates, job aids, procedural guides, and searchable instructional videos.
- Experience supporting installation-level reconciliation, audit readiness, physical inventories, real-property data-quality initiatives, or SOP development.
- Familiarity with Army real-property and IGI&S policies, AR 405-45, AR 115-13, SDSFIE Army, DCS G-4 IGI&S QAPs, and RPIM business rules.
- Experience facilitating workshops and briefing senior Army or DoD audiences.
- Experience evaluating training effectiveness and incorporating participant or stakeholder feedback.
