Full Job Description
Join our team at Strategic Sight Consulting LLC for an opportunity as a Senior Test and Evaluation (T&E) Specialist supporting OPTEVFOR and Air Test and Evaluation Squadron ONE (VX-1). This role provides senior-level technical and analytical support across test planning, operational test and tactics design, Modeling and Simulation (M&S), test execution, data analysis, and reporting for U.S. Naval systems.

Responsibilities

  • Support development of Critical Operational Issues (COIs), mission-based test design frameworks, test plans, and data collection plans for integrated and operational testing.
  • Conduct background research and provide analytical support and recommendations for evaluating operational effectiveness and suitability.
  • Draft Test and Evaluation Master Plan (TEMP) comments and TEMP Part IV inputs and document planning information in MBTES or other approved tools.
  • Design and plan integrated test, operational test, and tactics exercise operations, including test matrices, procedures, data collection, reduction, reconstruction, and resource requirements.
  • Support M&S accreditation activities, including liaison with model proponents, IV&V agents, developing agencies, Navy laboratories, operational commands, other Government agencies, and hardware/software contractors.
  • Develop M&S approaches that supplement developmental and operational testing and support effective management of test risk.
  • Attend program review meetings, brief test and exercise participants, observe test events, collect data, and prepare technical reports.
  • Perform data reduction and analysis to verify data validity and apply appropriate statistical techniques to assess operational effectiveness and suitability.
  • Support development of Blue/Gold sheets, technical briefs, and draft test or tactics evaluation reports in OPTEVFOR/VX-1 formats.
  • Communicate analytical results, limitations, and operational implications clearly to sponsoring activities and decision makers.


Requirements

  • United States citizenship.
  • Minimum Top Secret security clearance. Specific task orders may require Top Secret/Sensitive Compartmented Information (TS/SCI) eligibility; personnel must be eligible for the clearance required to begin performance at task award.
  • Extensive T&E experience during at least 4 of the last 6 years, including experience such as Integrated Evaluation Framework (IEF) development, test plan development, test execution, test analysis and reporting, and M&S supporting developmental or operational testing.
  • Experience developing M&S Accreditation Packages and Accreditation Letters.
  • Proficient experience in analysis methodologies.
  • Working knowledge of the DoD 5000 series, OPNAVINST 5000.42 series, and SECNAVINST 5000 series.
  • Proficiency with Microsoft Office products, including Word, Excel, Project, and PowerPoint.
  • Proficiency in technical writing.
  • Demonstrated ability to lead effectively and communicate operational-analysis results to sponsoring activities and decision makers.
  • Ability to meet additional task-order-specific qualifications, including data collection and analysis methodologies and tools applicable to the assigned SUT.


Desired Qualifications

  • Direct experience supporting OPTEVFOR, VX-1, or comparable Naval aviation developmental or operational testing.
  • Experience with mission-based test design, MBTES, and OPTEVFOR/VX-1 test-reporting products.
  • Experience integrating quantitative analysis with operational observations, maintenance evidence, and other mission-relevant test data.
